H0425|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature Second Regular Session - 2000IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 425 BY JUDD 1 AN ACT 2 STATING LEGISLATIVE INTENT AND PROVIDING BACKGROUND INFORMATION; APPROPRIATING 3 MONEYS TO THE NATIONAL WORLD WAR II MEMORIAL FUND FOR FISCAL YEAR 2000; 4 AND DECLARING AN EMERGENCY. 5 Be It Enacted by the Legislature of the State of Idaho: 6 SECTION 1. It is the intent of the Legislature of the State of Idaho to 7 join the twenty-three other states in the Union which have already honored 8 their World War II veterans by participating in the National World War II 9 Memorial "dollar per veteran" campaign. 10 The American Battle Monuments Commission was authorized by federal law in 11 1993 to establish the World War II Memorial. It will be located on seven acres 12 on the National Mall in Washington, D.C., situated directly between the Lin- 13 coln Memorial and the Washington Monument. Primary funding for the one hundred 14 million dollar memorial must be raised from private contributions. 15 "Millions served in uniform. Millions more served at home. And nearly a 16 half million gave their lives. They were ordinary people who, during World War 17 II, did nothing less than help save the world. Yet unbelievably there is no 18 national memorial to honor their sacrifice. It is time to say thank-you. Dying 19 for freedom isn't the worst that could happen. Being forgotten is." (Actor Tom 20 Hanks) 21 SECTION 2. Notwithstanding any other provision of law to the contrary, 22 there is hereby appropriated from the General Fund for the period July 1, 23 1999, through June 30, 2000, the sum of $66,000 which amount is equal to one 24 dollar for each resident of the state of Idaho who served in the Armed Forces 25 of the United States during World War II and such funds shall be disbursed 26 upon enactment to the World War II Memorial Fund, 2300 Clarendon Boulevard, 27 Suite 501, Arlington, Virginia 22201. 28 SECTION 3. An emergency existing therefor, which emergency is hereby 29 declared to exist, this act shall be in full force and effect on and after its 30 passage and approval.
STATEMENT OF PURPOSE RS 09309C1 This legislation, when passed, will add Idaho to the twenty-three states which have already passed legislation to establish a World War II Memorial in Washington, D.C. It will be the first national memorial dedicated to all who served in World War II and will acknowledge the commitment and achievement of the entire nation. The other states have already introduced legislation, or will be introducing legislation in the 2000 legislative session, to appropriate at least one dollar for each resident who served in the armed forces of the United States during World War II. Funding sources for constructing the memorial are states, corporations, veteran's organizations and individuals. FISCAL NOTE $66,000 will be expended from the General Fund in Fiscal Year 2001.
