  2    RELATING TO CHILDREN; AMENDING CHAPTER 60, TITLE 39, IDAHO CODE, BY THE  ADDI-
  3        TION OF A NEW SECTION 39-6009, IDAHO CODE, TO CREATE THE PARENTAL INFORMA-
  4        TION FUND IN THE STATE TREASURY, TO PROVIDE FOR FUNDS, TO PROVIDE FOR USES
  5        OF  THE  MONEYS,  TO  PROVIDE FOR ADMINISTRATION OF THE FUND, TO CREATE AN
  6        ADVISORY COMMITTEE AND TO PROVIDE  AN  ANNUAL  REPORT;  AND  PROVIDING  AN
  7        EFFECTIVE DATE.
                                                                        
  8    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  9        SECTION  1.  That  Chapter  60,  Title 39, Idaho Code, be, and the same is
 10    hereby amended by the addition thereto of a NEW SECTION, to be known and  des-
 11    ignated as Section 39-6009, Idaho Code, and to read as follows:
                                                                        
 12        39-6009.  PARENTAL  INFORMATION  FUND  CREATED  -- ADVISORY COMMITTEE. (1)
 13    There is hereby created in the state treasury the parental  information  fund.
 14    Moneys  in  the fund shall be used exclusively for the production and purchase
 15    of radio and television  advertising  designed  to  advise  parents  or  other
 16    caregivers  about  nurturing  practices  that  will  help  infants develop and
 17    thrive. Moneys in the fund shall be comprised  of  appropriations,  donations,
 18    contributions,  gifts  or  grants from any source for purposes consistent with
 19    the provisions of this section. Moneys in the fund are subject  to  appropria-
 20    tion  to the state departments of education or health and welfare for expendi-
 21    tures pursuant to the provisions of this section.
 22        (2)  The state board of education, the department of health and welfare or
 23    other state agencies or entities may contribute funds to and seek grants  from
 24    the parental information fund.
 25        (3)  The  department  of health and welfare is charged with administration
 26    of the parental information fund and is hereby authorized to enter  into  con-
 27    tracts for the production of radio and television advertising messages and for
 28    the purchase of broadcast time using moneys derived exclusively from the fund,
 29    but no elected officer or candidate for elective office may participate in the
 30    advertising.  Broadcast time shall be purchased throughout the state, with the
 31    extent and concentration of time to be determined by  the  population  of  the
 32    area to be reached.
 33        (4)  There  is  hereby  established the parental information fund advisory
 34    committee. The committee shall be composed of four (4) members, two  (2)  mem-
 35    bers to be appointed by the state superintendent of public instruction and two
 36    (2)  members to be appointed by the governor. The term of office for each com-
 37    mittee member shall be two (2) years. Each member shall be a  citizen  of  the
 38    United States and a bona fide resident of this state. One (1) member appointed
 39    by  the  superintendent  of public instruction and one (1) member appointed by
 40    the governor shall have knowledge about early childhood development.  One  (1)
 41    member  appointed by the superintendent of public instruction and one (1) mem-
 42    ber appointed by the governor shall have experience in broadcast  advertising.
 43    Vacancies  in  any  unexpired  term shall be filled by the original appointing

  1    authority for the remainder of the unexpired term. In the performance of their
  2    official duties each committee member shall be compensated as provided in sec-
  3    tion 59-509(b), Idaho Code.
  4        (5)  The committee shall prepare a yearly media  message  plan  and  shall
  5    produce or review proposed messages.
  6        (6)  Neither  the  advisory committee members nor their employers may con-
  7    tract for services to be paid with moneys from the parental information fund.
  8        (7)  The state department of health and welfare shall  annually  submit  a
  9    report  to  the  governor  and both houses of the legislature on the source of
 10    moneys deposited into the fund and the purposes for which  disbursements  from
 11    the fund have been made.
                                                                        
 12        SECTION  2.  This  act shall be in full force and effect on and after July
 13    1, 2000.

Statement of Purpose / Fiscal Impact


                 STATEMENT OF PURPOSE
                       RS 09544 
     
          This legislation would establish an account and a process for media
     messages, aimed primarily at parents of young children, to give them information
     that will help the brain development of infants. Current research shows that
     parents who talk to their child, read to their child, give attention to their child, can
     add as much as 25 to 30 per cent to the child's intelligence. This greatly enhances
     the prospects for a child to do well in school and in life. 
          The most effective way to reach large numbers of Idaho parents is through
     radio and television. Other efforts through hospitals and doctors can get childhood
     development information to some parents. The messages need to get to large
     numbers and information from other sources needs to be reinforced. 
          Research shows that children whose parents provide the attention and
     stimulation to help them develop will have, later in life, lower rates of dropping
     out, delinquency and crime. Effective prevention beginning at birth can reduce
     public costs for remedial education, juvenile and adult corrections, welfare and
     publicly supported health care. 
          This media program would be similar to existing state-sponsored programs
     to reduce alcohol, drug and tobacco use among children and to reduce teen
     pregnancy. 
     
                    FISCAL IMPACT 
     There would be no fiscal impact for fiscal year 2001. For fiscal 2002 a legislative
     appropriation would be required. An annual appropriation of $250,000 would
     make it possible to reach most parents of children age zero to three years.
