STATEMENT OF PURPOSE RS 09515C1 Most Idaho residents pay a monthly fee attached to their water bill to support the state drinking water program which provides oversight for drinking water quality and assistance for drinking water systems. With this fee system, the drinking water program is not supported by the general fund. With present procedure, interest earnings on the balance of drinking water fees go to the general fund. This legislation would put the interest, about $50,000 a year, into the drinking water program, helping to delay or avoid an increase in drinking water fees. The legislation is supported by the Drinking Water Advisory Committee of the Division of Environmental Quality. DEQ has a neutral position. FISCAL IMPACT About $50,000 a year in interest income would be shifted from the general fund to the fund that supports the drinking water program.
