1 AN ACT
2 EXPRESSING LEGISLATIVE INTENT; APPROPRIATING MONEYS TO THE DIVISION OF BUILD-
3 ING SAFETY FOR FISCAL YEAR 2001; AND LIMITING THE NUMBER OF FULL-TIME
4 EQUIVALENT POSITIONS.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. It is legislative intent that the expenditures for the Divi-
7 sion of Building Safety in the Department of Self-Governing Agencies not
8 exceed the following amount for the period July 1, 2000, through June 30,

37 SECTION 3. In accordance with Section 67-3519, Idaho Code, the Division
38 of Building Safety in the Department of Self-Governing Agencies is authorized
39 no more than one hundred thirteen (113) full-time equivalent positions at any
40 point during the period July 1, 2000, through June 30, 2001, for the programs
41 specified in Section 2 of this act, unless specifically authorized by the Gov-
42 ernor. The Joint Finance-Appropriations Committee will be notified promptly of
43 any increased positions so authorized.

This is the fiscal year 2001 appropriation for the Division of Building Safety in the amount of $8,655,700.
The Division of Building Safety consists of two programs: Administration and Building Safety. The majority of the funding for the Division comes from dedicated funds. The Division receives no General Fund money.
This appropriation includes funding for three additional vehicles, funding for temporary clerical help, four FTP to convert existing temporary plumbing and electrical inspectors from temporary to full-time state employees, and funding for a “One-Stop-Shop” licensing and permitting software package.
This appropriation also limits the Division’s number of full-time positions for FY 2001.
