1 AN ACT
2 APPROPRIATING MONEYS TO THE ATTORNEY GENERAL FOR FISCAL YEAR 2001; PROVIDING
3 FOR THE TRANSFER OF CERTAIN FUNDS; EXPRESSING LEGISLATIVE INTENT WITH
4 RESPECT TO CERTAIN EXPENDITURES; AND LIMITING THE NUMBER OF AUTHORIZED
5 FULL-TIME EQUIVALENT POSITIONS.
6 Be It Enacted by the Legislature of the State of Idaho:
7 SECTION 1. There is hereby appropriated to the Attorney General the fol-
8 lowing amounts, to be expended for the designated programs according to the
9 designated expense classes from the listed funds for the period July 1, 2000,
10 through June 30, 2001:

28 SECTION 2. Upon closing of fiscal year 2000, the State Controller shall,
29 at the request of the Office of the Attorney General, transfer $700,000 to the
30 General Fund from the Consumer Protection Fund.
31 SECTION 3. It is legislative intent that an amount, not to exceed $1,000,
32 of the amount appropriated in Section 1 of this act, may be used at the dis-
33 cretion of the Attorney General to assist in defraying expenses relating to or
34 resulting from the discharge of the Attorney General's official duties. Such
35 moneys shall be accounted for according to the provisions of Chapter 36, Title
36 67, Idaho Code, and Section 67-3516, Idaho Code.
37 SECTION 4. In accordance with Section 67-3519, Idaho Code, the Attorney
38 General is authorized no more than one hundred seventy-seven and nine-tenths
39 (177.9) full-time equivalent positions at any point during the period July 1,
40 2000, through June 30, 2001, for the programs specified in Section 1 of this

1 act, unless specifically authorized by the Governor. The Joint Finance-
2 Appropriations Committee will be notified promptly of any increased positions
3 so authorized.

1) Legal Services Quality Control provides $241,800 to raise the entry level and ongoing pay for deputy AG’s, paralegals, and legal secretaries.
2) Network Technical Assistance provides funding for a second hardware expert to support the computer network of the AG’s Office with $54,000 of ongoing funding, and $5,300 of one-time General Funds.
3) Deputy AG for Health & Welfare to provide guidance to the Department in personnel issues.
4) Deputy AG for Boards & Commissions will accommodate the increased legal needs of small regulatory agencies.
5) New Capital Outlay is office equipment, computer equipment, firearms, body armor and other electronic equipment.
6) Natural Resources Litigation adds $1,735,100 of one-time funding from the General Fund to augment the $839,400 of ongoing General Funds in the Special Litigation Program. The majority of these funds will be used to continue to support the state’s interests in the Snake River Basin Adjudication.
