H0783|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature Second Regular Session - 2000IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 783 BY APPROPRIATIONS COMMITTEE 1 AN ACT 2 APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF AGRICULTURE FOR FISCAL 3 YEAR 2001; AND INCREASING THE LIMIT IN THE NUMBER OF AUTHORIZED FULL-TIME 4 EQUIVALENT POSITIONS. 5 Be It Enacted by the Legislature of the State of Idaho: 6 SECTION 1. In addition to the appropriation provided in House Bill No. 7 763, enacted by the Second Regular Session of the Fifty-fifth Idaho Legisla- 8 ture, there is hereby appropriated to the Department of Agriculture the fol- 9 lowing amount, to be expended for the designated program according to the des- 10 ignated expense classes from the listed fund for the period July 1, 2000, 11 through June 30, 2001: 12 ANIMAL INDUSTRIES: 13 FOR: 14 Personnel Costs $ 90,000 15 Operating Expenditures 50,000 16 Capital Outlay 59,000 17 TOTAL $199,000 18 FROM: 19 General Fund $199,000 20 SECTION 2. In addition to the authorization provided in House Bill No. 21 763, enacted by the Second Regular Session of the Fifty-fifth Idaho Legisla- 22 ture, the Department of Agriculture is authorized two full-time equivalent 23 positions for the period July 1, 2000, through June 30, 2001, for the program 24 specified in Section 1 of this act.
STATEMENT OF PURPOSE RS10320 This is a trailer appropriation bill to fund Senate Bill 1398a, the Beef Cattle Environmental Control Act. The appropriation in the amount of $199,000 to the Department of Agriculture serves as funding for the livestock waste program which also encompasses swine and poultry. The objective of the program is to ensure that animal feeding operations are constructed and operated in a manner that will not harm the environment. Fiscal Note The bill appropriates $90,000 in personnel costs, $50,000 in operating expenditures, and $59,000 in capital outlay for a total of $199,000 from the state General Fund as follows: 1) $55,000 for an Agricultural Investigator and $35,000 for Clerical Support; 2) $10,500 for travel and per diem, $11,300 for vehicle operating costs, $4,300 for Administrative & Accounting services, $8,000 for phone charges, $6,000 for software upgrades, $3,400 for supplies, and $6,500 for engineering training; 3) $23,500 for a vehicle, $14,700 for 4 computers, $7,300 for a plotter, printer, and cameras, and $13,500 for survey and sampling equipment.
