HCR048|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature Second Regular Session - 2000IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 48 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE CONCERNING TOBACCO AND SUBSTANCE ABUSE IN 3 IDAHO, AND AUTHORIZING THE LEGISLATIVE COUNCIL TO APPOINT A COMMITTEE TO 4 DEVELOP A COMPREHENSIVE ASSESSMENT OF TOBACCO AND SUBSTANCE ABUSE SPECIFIC 5 TO THE STATE OF IDAHO, TO EVALUATE EXISTING AND POTENTIAL PROGRAMS, AND 6 MAKE RECOMMENDATIONS TO THE LEGISLATURE. 7 Be It Resolved by the Legislature of the State of Idaho: 8 WHEREAS, smoking is the most preventable cause of death in our society 9 responsible for nearly one in five deaths in the United States; and 10 WHEREAS, tobacco use drains the United States' economy of more than $100 11 billion in health care costs and lost productivity annually; and 12 WHEREAS, nationwide, 71% of high school students have tried cigarette 13 smoking and 16% of high school students are considered frequent smokers; and 14 WHEREAS, people who quit, regardless of age, live longer than people who 15 continue to smoke and an estimated 69% of current smokers report that they 16 would like to quit; and 17 WHEREAS, there has been a resurgence in the use of all forms of smokeless 18 tobacco which seems to be more prevalent in the western states; and 19 WHEREAS, never smoking and never using smokeless tobacco is obviously the 20 most effective possible approach to reduction in the adverse repercussions 21 incurred from tobacco; 22 WHEREAS, national statistics provide insight and valuable information but 23 are not specific to the people and conditions of Idaho; and 24 WHEREAS, recent events have provided the essential financial resources to 25 address programs to prevent smoking and help people who genuinely want to quit 26 tobacco use. 27 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 28 sion of the Fifty-fifth Idaho Legislature, the House of Representatives and 29 the Senate concurring therein, that the Legislative Council is authorized to 30 appoint a legislative committee which shall work in cooperation with state 31 agencies and private organizations and individuals, to develop and oversee a 32 comprehensive staggered plan for the utilization of tobacco settlement funds. 33 The subcommittee is authorized to conduct a comprehensive assessment of the 34 extent of tobacco and substance abuse in Idaho, to evaluate existing programs 35 and assess potential programs designed to prevent and treat substance abuse, 36 to develop mechanisms for the longitudinal analysis of use of tobacco settle- 37 ment funds toward accomplishing the defined goals, and recommend the funding 38 of programs and services related to tobacco and other substance abuse or 39 health services.
STATEMENT OF PURPOSE RS 10246 The purpose of this resolution is to establish an interim committee to develop a comprehensive plan for utilization of the tobacco settlement funds. The committee would also be responsible for utilizing necessary technical expertise to establish baseline substance use data, and to develop mechanisms for the longitudinal analysis of the effectiveness of the use of the tobacco funds. The interim committee would also be involved in making recommendations, based on its findings, for the expenditure of future funds. FISCAL IMPACT Approximately $100,000.00 to be appropriated from the Millennium Fund. $25,000 would be utilized for the interim committee with the remainder to be used for technical support and consultation necessary to establish reliable baseline data and outcome measures.
