HOUSE CONCURRENT RESOLUTION NO. 57
BY REVENUE AND TAXATION COMMITTEE
1 A CONCURRENT RESOLUTION
2 STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO
3 APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A STUDY OF THE FINANCING OF
4 COMMUNITY COLLEGES IN THE STATE AND TO MAKE RECOMMENDATIONS REGARDING COM-
5 MUNITY COLLEGES.
6 Be It Resolved by the Legislature of the State of Idaho:
7 WHEREAS, there are two community college districts in Idaho, North Idaho
8 College and the College of Southern Idaho, which are supported in part with
9 state appropriations and are supported in part by the property tax; and
10 WHEREAS, the provision of community college academic programs funded par-
11 tially by property taxes and state college or university academic programs
12 funded primarily with state funds should be evaluated as to its equity for the
13 taxpayer; and
14 WHEREAS, the degree of accountability and responsibility to either local
15 community college boards of trustees or to the State Board of Education in
16 terms of program needs and finances is an issue which needs to be addressed.
17 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses-
18 sion of the Fifty-fifth Idaho Legislature, the House of Representatives and
19 the Senate concurring therein, that the Legislative Council is authorized to
20 appoint a committee to undertake and complete a study of the funding strate-
21 gies, state appropriations to community colleges compared to other state
22 funded postsecondary institutions, and differing tax burdens for community
23 college districts' patrons. The Legislative Council shall determine the number
24 of legislators and membership from each house appointed to the committee and
25 shall authorize the committee to receive input, advice and assistance from
26 interested and affected parties who are not members of the legislature.
27 BE IT FURTHER RESOLVED that nonlegislative members of the committee may be
28 appointed by the cochairs of the committee who are appointed by the Legisla-
29 tive Council. Nonlegislative members of the advisory committee shall not be
30 reimbursed from legislative funds for per diem, mileage or other expenses and
31 shall not have voting privileges regarding the committee's recommendations or
32 proposed legislation.
33 BE IT FURTHER RESOLVED that the committee shall report its findings, rec-
34 ommendations and proposed legislation, if any, to the First Regular Session of
35 the Fifty-sixth Idaho Legislature.
STATEMENT OF PURPOSE

This resolution would authorize the Legislative Council to appoint an interim
study committee to undertake and complete a study of the financing of
Community Colleges.
FISCAL IMPACT
If this resolution is adopted by the Legislature and the committee is appointed
by Legislative Council, any necessary legislator travel and per diem expense
would be paid from the existing legislative appropriation to the Senate and the
House of Representatives. Funding for staff support and expenses would be
provided from the existing appropriation to the Legislative Council for the
Legislative Services Office. There would be no additional impact upon the state
general fund as a result of this resolution.

STATEMENT OF PURPOSE FISCAL IMPACT HCR 57
