Statement of Purpose / Fiscal Impact

                 STATEMENT OF PURPOSE
                       RS 10114

Agriculture is the heart of Idaho's economy and the bedrock of rural communities.

In 1994, wolves were reintroduced into Idaho by the U.S. Fish and wildlife Service, an
activity opposed by the Idaho Legislature.

Historically, wolves were eliminated in Idaho in recognition that an agricultural economy
could not co-exist with an exploding predator wolf population.

In year 2000, it is apparent that successful re-introduction of wolves has re-established a
negative economic impact for farmers, ranchers, and small rural communities that are
     agriculturally based.

The ravaging of domestic livestock will increase, no matter the faulty management tool
designed to mitigate these losses, and has reached an intolerable level with no end in
     sight.

Had this proposed legislation been in place, the State of Idaho would have had statutory
leverage to oppose reintroduction of wolves, thereby eliminating unwarranted risk to
     Idaho's agricultural community.

Predator populations that devastate Idaho's agriculture industry must be accepted or
rejected at the legislative level when the need arises.

                    FISCAL IMPACT

No fiscal impact to general fund.
