SCR156|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature Second Regular Session - 2000IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 156 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING LEGISLATIVE FINDINGS AND DIRECTING THE DIRECTOR OF THE DEPARTMENT OF 3 ADMINISTRATION TO PROVIDE THE LEGISLATURE A REPORT OF ALL STATE BUILDING 4 FACILITY LEASES AND RECOMMENDATIONS REGARDING THOSE LEASES. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, Section 67-5708A, Idaho Code, requires all state agencies to per- 7 form a comprehensive analysis of their building facility lease(s) and evaluate 8 all viable alternatives to meet long-term facility needs including acquiring 9 facilities with appropriated funds and leasing facilities from the state 10 building authority; and 11 WHEREAS, agencies, with assistance from the Director of the Department of 12 Administration, are required to select the lease or purchase alternative that 13 provides suitable facilities at the lowest responsible cost to the taxpayer, 14 including residual value; and 15 WHEREAS, the Legislature desires the Director of the Department of Admin- 16 istration to annually provide a report on building facility leases, the course 17 of action on each lease recommended, the timeline in which the recommended 18 action is to be taken and the estimated long-term savings of taxpayer dollars 19 expected, measured in both historical and present value dollars; and 20 WHEREAS, the Legislature desires the Legislative Services Office to inde- 21 pendently review the purchase or lease alternatives recommended by the Direc- 22 tor of the Department of Administration; and 23 WHEREAS, to the extent the recommended course of action is to lease from 24 the Idaho State Building Authority, a Concurrent Resolution is required. 25 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 26 sion of the Fifty-fifth Idaho Legislature, the Senate and the House of Repre- 27 sentatives concurring therein, that the Director of the Department of Adminis- 28 tration shall provide to the First Regular Session of the Fifty-sixth Idaho 29 Legislature and annually thereafter a report of all state building facility 30 leases. The report shall include the course of action and timeline recommended 31 for each lease that will provide the lowest responsible cost to the taxpayer, 32 including residual value, measured over the time the facilities are expected 33 to be needed. If the recommended course of action is to lease from the Idaho 34 State Building Authority, the report shall provide a suggested Concurrent Res- 35 olution for each facility or appropriate combination of facilities recom- 36 mended. 37 BE IT FURTHER RESOLVED that the Legislative Services Office shall indepen- 38 dently review all leases recommended by the Director of the Department of 39 Administration as described in Section 67-5708A, Idaho Code. For all leases 40 not recommended, the Legislative Services Office shall establish a plan to 41 review and make periodic reports regarding such leases by July 1, 2002.
STATEMENT OF PURPOSE RS10187 This concurrent resolution is a key "next step" in improving the state's management of its building facilities as required under Section 67-5708A, Idaho code. This resolution directs the Director of the Department of Administration to provide the 2001 legislature with a report of all state building leases. The report will include the course of action and time line recommended for each lease or group of leases that will provide the lowest responsible cost to the taxpayer, including residual value, measured over the time the facilities are expected to be needed. If the recommendation is to lease from the State Building Authority, the Director shall provide a suggested concurrent resolution for legislative approval. This resolution also directs the Legislative Services Office to independently review and report on the recommendations of the Director and, over the next twenty seven months as part of its routine audit of agencies, review all other state leases and report to the legislature. FISCAL NOTE No negative fiscal impact. The scope of work contemplated by this concurrent resolution will be preformed with existing staff and resources. There will be a huge positive fiscal impact resulting from this work as the state's facility management plan focuses on building occupancy cost options and alternatives. Particularly from the standpoint of choosing the alternative or option that provides the least responsible cost to the taxpayer, including residual values, measured over the time the building facility is expected to be needed.
