SCR159|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature Second Regular Session - 2000IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 159 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING LEGISLATIVE FINDINGS AND AUTHORIZING THE LEGISLATIVE COUNCIL TO 3 APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A STUDY OF THE PERMANENT 4 BUILDING FUND. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, the Permanent Building Fund is the primary source of funding for 7 maintenance, renovation and construction of facilities for state agencies; and 8 WHEREAS, the Legislature has not undertaken a study of the Permanent 9 Building Fund in nearly forty years; and 10 WHEREAS, the demands on the Permanent Building Fund have significantly 11 escalated in recent years; and 12 WHEREAS, the Permanent Building Fund equaled 8.3% of the General Fund in 13 fiscal year 1962 and will equal 1.7% in fiscal year 2001; and 14 WHEREAS, the lack of adequate funding in the Permanent Building Fund has 15 been an especially severe problem for the state's colleges and universities. 16 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 17 sion of the Fifty-fifth Idaho Legislature, the Senate and the House of Repre- 18 sentatives concurring therein, that the Legislative Council is authorized to 19 appoint a committee to undertake and complete a study of the Permanent Build- 20 ing Fund, including sources of revenue, state agency capital budget needs, and 21 uses of the Permanent Building Fund. The Legislative Council shall determine 22 the number of legislators and membership of each house appointed to the com- 23 mittee and shall authorize the committee to receive input, advice and assis- 24 tance from interested and affected parties who are not members of the Legisla- 25 ture. 26 BE IT FURTHER RESOLVED that the cochairmen of this committee shall consult 27 and coordinate with representatives of the Governor's Office, the Department 28 of Administration and the colleges and universities. 29 BE IT FURTHER RESOLVED that nonlegislative members of the committee may be 30 appointed by the cochairs of the committee, who are appointed by the Legisla- 31 tive Council. Nonlegislative members of the advisory committee shall not be 32 reimbursed from legislative funds for per diem, mileage or other expenses and 33 shall not have voting privileges regarding the committee's recommendations or 34 proposed legislation. 35 BE IT FURTHER RESOLVED that the committee shall make a report detailing 36 its findings, recommendations and proposed legislation, if any, to the First 37 Regular Session of the Fifty-sixth Idaho Legislature.
STATEMENT OF PURPOSE RS10207C1 It has been nearly 40 years since the purposes, needs, funding and uses of the Fund has undergone a comprehensive evaluation. Since that time the amount of revenues available through the Fund for maintenance, renovation and construction of State building facilities have significantly declined. In the face of that decline in revenues, needs have accelerated. This legislation establishes a legislative interim committee to study and make recommendations concerning the Permanent Building Fund's revenue sources, needs, and uses.
