SCR163|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature Second Regular Session - 2000IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 163 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING LEGISLATIVE FINDINGS AND URGING THE STATE OF IDAHO AND POLITICAL SUB- 3 DIVISIONS TO CAREFULLY EXAMINE ANY CONTRACT OR AGREEMENT WITH OUTSIDE CON- 4 TRACTORS OR PROVIDERS SO THAT THEY ARE NOT DOING BUSINESS WITH A CORPORA- 5 TION OR ENTITY THAT IS ABROGATING RIGHTS UNDER THE CONSTITUTION OF THE 6 UNITED STATES. 7 Be It Resolved by the Legislature of the State of Idaho: 8 WHEREAS, the Second Amendment to the Constitution of the United States 9 provides that "the right of the people to keep and bear arms, shall not be 10 infringed."; and 11 WHEREAS, Section 11, Article I of the Constitution of the State of Idaho 12 provides "The people have the right to keep and bear arms, which right shall 13 not be abridged..." and "No law shall impose licensure, registration or spe- 14 cial taxation on the ownership or possession of firearms or ammunition. Nor 15 shall any law permit the confiscation of firearms, except those actually used 16 in the commission of a felony."; and 17 WHEREAS, these basic fundamental rights guaranteed to the citizens by the 18 United States Constitution and the Constitution of the State of Idaho are the 19 basic cornerstones of a free society; and 20 WHEREAS, some corporate policies limit services to companies that make or 21 sell guns or provide shooting or training facilities; and 22 WHEREAS, some departments and institutions of the state of Idaho may do 23 business with such organizations; and 24 WHEREAS, a corporation or organization that is discriminating against peo- 25 ple acting within the law by exercising their fundamental constitutional 26 rights is not a corporation or organization with which state government should 27 do business. 28 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 29 sion of the Fifty-fifth Idaho Legislature, the Senate and the House of Repre- 30 sentatives concurring therein, that we respectfully urge that all departments 31 and institutions of the state of Idaho that do business with outside contrac- 32 tors or service providers should carefully examine contracts when they come up 33 for renewal, and before entering into new contracts with a company or organi- 34 zation, to ensure that the state of Idaho does not do business with entities 35 that knowingly discriminate against Americans exercising their fundamental 36 constitutional rights.
