  1                                        AN ACT
  2    RELATING TO DISPLACED HOMEMAKERS; AMENDING SECTION  39-5002,  IDAHO  CODE,  TO
  3        REVISE THE  DEFINITION OF THE TERM DISPLACED HOMEMAKER AND TO MAKE TECHNI-
  4        CAL CORRECTIONS; AND PROVIDING AN EFFECTIVE DATE.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION  1.  That  Section 39-5002, Idaho Code, be, and the same is hereby
  7    amended to read as follows:
                                                                        
  8        39-5002.  DEFINITIONS. For purposes of this chapter:
  9        (a1)  "Displaced homemaker" means a person who:
 10        (1a)  Has not worked in the labor force for a substantial number of  years
 11        but  has,  during those years, worked in the home providing household ser-
 12        vices for family members, without salary;
 13        (2)  Is unemployed or underemployed  and  is  experiencing  difficulty  in
 14        obtaining or upgrading employment;
 15        (3)  Has  been  dependent on the income of another family member but is no
 16        longer supported by such income; has been dependent  on  federally  funded
 17        assistance  but is no longer eligible for such assistance; or is supported
 18        as the parent of minor children by government assistance or  spousal  sup-
 19        port  but whose children are within two (2) years of reaching their major-
 20        ity, at which time such support will cease but who has  lost  the  primary
 21        source of economic support and who must gain employment skills in order to
 22        earn a living; or
 23        (b) Is a single parent with primary financial and custodial responsibility
 24        for  supporting  dependent children and who must gain employment skills in
 25        order to earn a living.
 26        (b2)  "Administrator"  means  the  administrator  of   the   division   of
 27    professional-technical education.
                                                                        
 28        SECTION  2.  This  act shall be in full force and effect on and after July
 29    1, 2000.

  1                               AMENDMENTS TO SECTION 1
  2        On page 1 of the printed bill, in line  22,   delete  "livable  wage"  and
  3    insert: "living"; and in line 25, delete "livable wage" and insert: "living".

Statement of Purpose / Fiscal Impact




                STATEMENT OF PURPOSE 
                      RS 09343 
     
     The purpose of this proposal is to update the definition of ",displaced homemaker'
     in Idaho Code 39-5002, Equal opportunity for Displaced Homemaker Act, to
     include single parents. The term "displaced-homemaker' was coined in the early
     1970's to describe an individual who had not worked outside the home and who, 
     because of the loss of the major financial support of the family, had to enter the
     labor market for the first time to support the family. With societal changes during
     the past twenty years, the number of individuals who meet this definition has
     declined. In their place is a growing number of single parents who are heads 
     of household, who are unable to make a wage sufficient to support themselves and
     their families, and who need employment skills in order to earn a living. The
     updated definition would be consistent with the population actually being served
     by the Centers for New Directions. 
     
     
     
                    FISCAL IMPACT 
     
     There would be no fiscal impact in terms of increased fees or funding. There
     would be normal expenses associated with amending Idaho Code.
