  1                                        AN ACT
  2    RELATING TO THE YOUTH PROGRAMS FUND; AMENDING  CHAPTER  22,  TITLE  31,  IDAHO
  3        CODE,  BY  THE ADDITION OF A NEW SECTION 31-2228, IDAHO CODE, TO AUTHORIZE
  4        CREATION OF THE YOUTH PROGRAMS FUND, TO DESIGNATE THE PURPOSES OF THE FUND
  5        AND TO AUTHORIZE MONEYS FOR DEPOSIT IN THE FUND; AND  DECLARING  AN  EMER-
  6        GENCY.
                                                                        
  7    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  8        SECTION  1.  That  Chapter  22,  Title 31, Idaho Code, be, and the same is
  9    hereby amended by the addition thereto of a NEW SECTION, to be known and  des-
 10    ignated as Section 31-2228, Idaho Code, and to read as follows:
                                                                        
 11        31-2228.  YOUTH PROGRAMS FUND. The sheriff of each county is authorized to
 12    create  a  self-perpetuating  youth programs fund for use in implementation of
 13    prevention and early intervention programs for at-risk youth  in  the  county,
 14    including  but  not limited to: (1) providing mentoring programs, (2) creating
 15    safe places and structured activities in nonschool hours, (3)  fostering  good
 16    health, (4) developing effective education opportunities for marketable career
 17    skills,  and (5) providing an opportunity for youth to give back to their com-
 18    munity. Proceeds from the fee imposed pursuant to section 49-418B, Idaho Code,
 19    transferred to the county, shall be deposited to the fund.  In  addition,  the
 20    sheriff  may accept gifts and donations from individuals and private organiza-
 21    tions or foundations, or appropriations from public entities. The  fund  shall
 22    be subject to yearly audit authorized by the board of county commissioners.
                                                                        
 23        SECTION  2.  An  emergency  existing  therefor,  which emergency is hereby
 24    declared to exist, this act shall be in full force and effect on and after its
 25    passage and approval.

                STATEMENT OF PURPOSE 
                      RS 09844 
     
     The purpose of this legislation is to establish in each county a sheriffs youth
     program fund for use in prevention and early intervention programs for at-risk
     youth in the county. Proceeds from the fee generated by purchase of Idaho youth
     license plates will be deposited into the fund.
