  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF HEALTH  AND  WELFARE  FOR
  3        MEDICAL  ASSISTANCE  SERVICES FOR FISCAL YEAR 2000; AND DECLARING AN EMER-
  4        GENCY.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION 1.  In addition to the appropriation made in  Section  1,  Chapter
  7    190,  Laws  of  1999, there is hereby appropriated to the Department of Health
  8    and Welfare for Medical  Assistance  Services  the  following  amounts  to  be
  9    expended according to the designated expense classes from the listed funds for
 10    the period July 1, 1999, through June 30, 2000:

Medicaid is a federally funded program created in 1965 as an amendment to the Social Security Act. It provides health insurance to certain groups of low-income people. In Idaho, state funds are matched with federal funds at a rate of three federal dollars for each state dollar.

This appropriation is necessary to cover a two-year shortfall that currently exists in the Medicaid program. Reasons for the shortfall include increased drug costs, Medicare premiums, nursing facilities, and operating contracts. In addition, the impact of removing the cap on the Home and Community Based Services (HCBS) Waiver has also contributed to the existing shortfall.

As such, this bill appropriates $7,044,100 from the general fund and $29,462,900 from federal matching funds for a total of $36,507,000. This brings the total appropriation in Medicaid to $591.3 million for the current fiscal year.
