  1                                        AN ACT
  2    RELATING TO SPECIAL MOTOR VEHICLE LICENSE  PLATES;  AMENDING  SECTION  49-402,
  3        IDAHO  CODE, TO PROVIDE A CORRECT REFERENCE AND TO CLARIFY DEPOSIT OF CER-
  4        TAIN FEES; AMENDING SECTIONS 49-417B, 49-418B AND 49-419A, IDAHO CODE,  TO
  5        PROVIDE FOR DEPOSIT OF FEES CHARGED FOR THE SPECIAL LICENSE PLATES; AMEND-
  6        ING  CHAPTER  4,  TITLE  49,  IDAHO CODE, BY THE ADDITION OF A NEW SECTION
  7        49-420B, IDAHO CODE, TO ESTABLISH A LEWIS AND CLARK COMMEMORATIVE  LICENSE
  8        PLATE PROGRAM; AND PROVIDING EFFECTIVE DATES.
                                                                        
  9    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
 10        SECTION  1.  That  Section  49-402, Idaho Code, be, and the same is hereby
 11    amended to read as follows:
                                                                        
 12        49-402.  ANNUAL REGISTRATION. (1) The annual fee for operating each pickup
 13    truck and each other motor vehicle having a maximum gross weight not in excess
 14    of eight thousand (8,000) pounds shall be:
 15        Vehicles one (1) and two (2) years old ............................ $48.00
 16        Vehicles three (3) and four (4) years old ......................... $36.00
 17        Vehicles five (5) and six (6) years old ........................... $36.00
 18        Vehicles seven (7) and eight (8) years old ........................ $24.00
 19        Vehicles over eight (8) years old ................................. $24.00
 20        There shall be twelve (12) registration periods, starting in  January  for
 21    holders of validation registration stickers numbered 1, and proceeding consec-
 22    utively  through December for holders of validation registration stickers num-
 23    bered 12, each of which shall start on the first day of a calendar  month  and
 24    end  on  the last day of the twelfth month from the first day of the beginning
 25    month. Registration periods shall expire midnight on the last day of the  reg-
 26    istration  period  in  the  year  designated  by  the  validation registration
 27    sticker. The numeral digit on the validation registration stickers  shall,  as
 28    does  the  registration  card, fix the registration period under the staggered
 29    plate system of Idaho for the purpose of reregistration and notice of  expira-
 30    tion.
 31        A  vehicle  that  has once been registered for any of the above designated
 32    periods shall, upon reregistration, be registered for the period  bearing  the
 33    same  number,  and the registration card shall show and be the exclusive proof
 34    of the expiration date of registration and licensing.  Vehicles  may  be  ini-
 35    tially registered for less than a twelve (12) month period, or for more than a
 36    twelve (12) month period, and the fee prorated on a monthly basis if the frac-
 37    tional  registration tends to fulfill the purpose of the monthly series regis-
 38    tration system.
 39        (2)  For all motorcycles and  all-terrain vehicles the annual fee shall be
 40    nine dollars ($9.00). For operation of an ATV off the public highways, the fee
 41    specified in section 67-7122, Idaho Code, shall  also  be  paid.  Registration
 42    exemptions  provided  in  section  49-426(2), Idaho Code, apply to all-terrain
 43    vehicles and motorcycles used for the purposes described  in  that  subsection

  1    (2).
  2        (3)  For  all  motor homes the fee shall be as specified in subsection (1)
  3    of this section and shall be in addition to the fees provided for  in  section
  4    49-445, Idaho Code.
  5        (4)  Registration fees shall not be subject to refund.
  6        (5)  A  financial  institution  or  repossession  service  contracted to a
  7    financial institution repossessing vehicles under  the  terms  of  a  security
  8    agreement  shall move the vehicle from the place of repossession to the finan-
  9    cial institution's place of business on a  repossession plate.  The  reposses-
 10    sion  plate  shall also be used for demonstrating the vehicle to a prospective
 11    purchaser for a period not to exceed ninety-six (96) hours.  The  registration
 12    fees  for  repossession  plates shall be as required in subsection (1) of this
 13    section for a vehicle one (1) and two (2) years old. All other  fees  required
 14    under  chapter  4, title 49, Idaho Code, shall be in addition to the registra-
 15    tion fee. The repossession plate shall be issued on an  annual  basis  by  the
 16    department.
 17        (6)  In  addition  to  the  annual registration fee in this section, there
 18    shall be an initial program fee of twenty-five dollars ($25.00) and an  annual
 19    program fee of fifteen dollars ($15.00) for all special license plate programs
 20    for  those license plates issued pursuant to sections 49-404A, 49-407, 49-408,
 21    49-409, 49-414, 49-416 and 49-418, Idaho Code. For special plates issued  pur-
 22    suant  to  sections  49-406 and 49-406A, Idaho Code, there shall be an initial
 23    program fee of twenty-five dollars ($25.00)  but  there  shall  be  no  annual
 24    renewal  fee.  For special plates issued pursuant to sections 49-417, 49-417A,
 25    49-417B, 49-418A, 49-419, 49-419A, and 49-420 and 49-420B, Idaho  Code,  there
 26    shall  be an initial program fee of thirty-five dollars ($35.00) and an annual
 27    program fee of twenty-five dollars ($25.00). For special plates issued  pursu-
 28    ant  to  section  49-418A,  Idaho Code, the initial program fee and the annual
 29    renewal fee shall be fifty dollars ($50.00). The fees contained in  this  sub-
 30    section  shall  be  applicable  to all new special plate programs. The initial
 31    program fee and the annual program fee shall be  deposited  as  in  the  state
 32    highway  account  and shall be used to fund the cost of administration of spe-
 33    cial license plate programs, unless otherwise specified by law. for each  pro-
 34    gram.
                                                                        
 35        SECTION  2.  That  Section 49-417B, Idaho Code, be, and the same is hereby
 36    amended to read as follows:
                                                                        
 37        49-417B.  IDAHO AGRICULTURE PLATES. (1) On and after January 1, 2000,  any
 38    person  who  is the owner of a vehicle registered under the provisions of sec-
 39    tion 49-402 or 49-434(1), Idaho Code, may apply for Idaho agriculture  plates.
 40    The  provisions  of  this section shall not apply to any vehicle with a regis-
 41    tered maximum gross weight over sixteen thousand (16,000) pounds. Availability
 42    of Idaho agriculture plates for other vehicles may be authorized  by  rule  of
 43    the board.
 44        (2)  In  addition  to  the  regular  operating fee, the applicant shall be
 45    charged a fee of thirty-five dollars ($35.00) for the initial issuance of  the
 46    plates, and twenty-five dollars ($25.00) upon each succeeding annual registra-
 47    tion.  Twenty-five  Ten  dollars ($2510.00) of the initial fee and fifteen ten
 48    dollars ($150.00) of the renewal fee shall be deposited in the  state  highway
 49    account  and shall be used to fund the cost of the administration of this spe-
 50    cial license plate program. Ten Twenty-five dollars ($1025.00) of   each  ini-
 51    tial fee and ten fifteen dollars ($105.00) of each renewal fee shall be trans-
 52    ferred  by  the  state treasurer to the ag in the classroom account created by
 53    the provisions of section 57-815, Idaho Code.

  1        (3)  Whenever title or interest in a vehicle registered under  the  provi-
  2    sions  of  this section is transferred or assigned, the owner may transfer the
  3    special plates to another vehicle upon payment of the required transfer  fees.
  4    The  owner  may only display the plates after receipt of new registration from
  5    the department.
  6        (4)  The Idaho agriculture license plate shall be of a color and design in
  7    accordance with the provisions of section 49-402C, Idaho Code. That portion of
  8    the design which features Idaho agriculture shall be acceptable  to  the  Food
  9    Producers  of  Idaho, Inc. and shall be approved by the department utilizing a
 10    numbering system as determined by the department. Initial costs of  the  plate
 11    program,  including the cost of plate design, shall be paid from the ag in the
 12    classroom account.
 13        (5)  Sample Idaho agriculture plates may be purchased from the  department
 14    for  a  fee of thirty dollars ($30.00), twelve dollars ($12.00) of which shall
 15    be deposited in the state highway account and  eighteen  dollars  ($18.00)  of
 16    which shall be transferred to the ag in the classroom account.
                                                                        
 17        SECTION  3.  That  Section 49-418B, Idaho Code, be, and the same is hereby
 18    amended to read as follows:
                                                                        
 19        49-418B.  IDAHO YOUTH PLATES. (1) On or after January 1, 2000, any  person
 20    who  is  the  owner  of  a  vehicle registered under the provisions of section
 21    49-402, Idaho Code, or registered under any other section of law for which the
 22    purchase of special plates is allowed,  may  apply  for  and  upon  department
 23    approval receive special Idaho youth license plates in lieu of regular license
 24    plates. Availability of Idaho youth plates for other vehicles shall be subject
 25    to the rules, policies and procedures of the department.
 26        (2)  In  addition  to  the regular registration fee required in chapter 4,
 27    title 49, Idaho Code, the applicant shall be charged a fee of thirty-five dol-
 28    lars ($35.00) for the initial issuance of the plates, and twenty-five  dollars
 29    ($25.00)  upon  each  succeeding  annual registration. Twenty-five Ten dollars
 30    ($2510.00) of the initial fee and fifteen ten dollars ($150.00) of the renewal
 31    fee shall be deposited in the state highway account and shall be used to  fund
 32    the  cost  of  the  administration  of this special license plate program. Ten
 33    Twenty-five dollars ($1025.00) of each initial fee  and  ten  fifteen  dollars
 34    ($105.00)  of  each  renewal fee shall be transferred by the county assessor's
 35    motor vehicle registration division of each county  into  the  youth  programs
 36    fund  of  the  sheriff of that county, for use in implementation of prevention
 37    and early intervention programs for Idaho's at-risk youth including,  but  not
 38    limited  to:  (a)  providing  mentoring programs, (b) creating safe places and
 39    structured activities in nonschool  hours,  (c)  fostering  good  health,  (d)
 40    developing effective education opportunities for marketable career skills, and
 41    (e) providing an opportunity for youth to give back to their community.
 42        (3)  Whenever  title  or interest in a vehicle registered under the provi-
 43    sions of this section is transferred or assigned, the owner may  transfer  the
 44    special  plates to another vehicle upon payment of the required transfer fees.
 45    The owner may only display the plates on another vehicle upon receipt  of  the
 46    new registration from the department.
 47        (4)  The Idaho youth license plate shall be of a color and design compara-
 48    ble to the standard issue of license plates with blue numerals on a red, white
 49    and  blue  background, except that the word "Idaho" shall appear on each plate
 50    and the county designator shall  be  omitted  to  provide  for  distinguishing
 51    designs  and  slogans,  acceptable to the Idaho association of counties, to be
 52    added to the plate. The design shall be approved by the department  and  shall
 53    utilize  a  numbering system as determined by the department. Initial costs of

  1    the plate program, including costs of plate design, shall be paid by the Idaho
  2    association of counties.
  3        (5)  Sample Idaho youth license plates may  be  purchased  for  a  fee  of
  4    thirty  dollars  ($30.00), twelve dollars ($12.00) of which shall be deposited
  5    in the state highway account and eighteen dollars ($18.00) of which  shall  be
  6    deposited  in  the  sheriff's youth program fund of the county where the plate
  7    was purchased for the implementation of youth programs for at-risk  youth.  No
  8    additional fee shall be charged for personalizing sample plates.
                                                                        
  9        SECTION  4.  That  Section 49-419A, Idaho Code, be, and the same is hereby
 10    amended to read as follows:
                                                                        
 11        49-419A.  IDAHO SAWTOOTH NATIONAL RECREATION AREA PLATES. (1) On and after
 12    January 1, 2000, any person who is the owner of a vehicle registered under the
 13    provisions of section 49-402, Idaho Code, or registered under any  other  sec-
 14    tion of law for which the purchase of special plates is allowed, may apply for
 15    and  upon  department approval receive Idaho sawtooth national recreation area
 16    license plates in lieu of regular license plates. The provisions of this  sec-
 17    tion  shall  not  apply  to any vehicle with a registered maximum gross weight
 18    over sixteen thousand (16,000) pounds. Availability of Idaho sawtooth national
 19    recreation area plates for other vehicles shall be subject to the rules, poli-
 20    cies and procedures of the department.
 21        (2)  In addition to the regular registration fees required in  chapter  4,
 22    title 49, Idaho Code, the applicant shall be charged a fee of thirty-five dol-
 23    lars  ($35.00) for the initial issuance of the plates, and twenty-five dollars
 24    ($25.00) upon each succeeding annual  registration.  Twenty-five  Ten  dollars
 25    ($2510.00)  of  the  initial  fee  and  fifteen   ten dollars ($150.00) of the
 26    renewal fee shall be deposited in the state highway account and shall be  used
 27    to  fund the cost of administration of this special license plate program. Ten
 28    Twenty-five dollars ($1025.00)  of each initial fee and  ten  fifteen  dollars
 29    ($105.00) of each renewal fee shall be deposited by the state treasurer in the
 30    park  and  recreation fund established in section 67-4225, Idaho Code, for use
 31    in the maintenance of parks and facilities. This fee shall  be  treated  as  a
 32    contribution  to  the outdoor recreation program and shall not be considered a
 33    motor vehicle registration fee as described in section 17, article VII, of the
 34    constitution of the state of Idaho.
 35        (3)  Whenever title or interest in a vehicle registered under  the  provi-
 36    sions  of  this section is transferred or assigned, the owner may transfer the
 37    special plates to another vehicle upon payment of the required transfer  fees.
 38    The  owner  may only display the plates on another vehicle upon receipt of the
 39    new registration from the department.
 40        (4)  The Idaho sawtooth national  recreation  area  license  plate  design
 41    shall  be  of  a color and design in accordance with the provisions of section
 42    49-402C, Idaho Code. That portion of  the  design  which  features  the  Idaho
 43    sawtooth  national recreation area shall be acceptable to the sawtooth society
 44    and shall be approved by the department utilizing a numbering system as deter-
 45    mined by the department. Initial costs of the  plate  program,  including  the
 46    cost of the plate design, shall be paid by the sawtooth society.
 47        (5)  Sample  Idaho  sawtooth  national  recreation area plates may be pur-
 48    chased from the department for a fee of thirty dollars ($30.00),  twelve  dol-
 49    lars  ($12.00)  of  which  shall be deposited in the state highway account and
 50    eighteen dollars ($18.00) of which shall be deposited by the  state  treasurer
 51    in the park and recreation fund for use in the maintenance of parks and facil-
 52    ities. No additional fee shall be charged for personalizing sample plates.

  1        SECTION  5.  That  Chapter  4,  Title  49, Idaho Code, be, and the same is
  2    hereby amended by the addition thereto of a NEW SECTION, to be known and  des-
  3    ignated as Section 49-420B, Idaho Code, and to read as follows:
                                                                        
  4        49-420B.  LEWIS  AND  CLARK COMMEMORATIVE PLATES. (1) On and after January
  5    1, 2001, any person who is the owner of a vehicle registered under the  provi-
  6    sions  of section 49-402, Idaho Code, or registered under any other section of
  7    law for which the purchase of special plates is allowed, may  apply  for  and,
  8    upon department approval, receive special Lewis and Clark commemorative plates
  9    in  lieu  of  regular license plates. The provisions of this section shall not
 10    apply to any vehicle with a registered maximum gross weight over sixteen thou-
 11    sand (16,000) pounds. Availability of Lewis and Clark commemorative plates for
 12    other vehicles shall be subject to the rules, policies and procedures  of  the
 13    department.
 14        (2)  In  addition  to  the regular registration fee required in chapter 4,
 15    title 49, Idaho Code, the applicant shall be charged a fee of thirty-five dol-
 16    lars ($35.00) for the initial issuance  of  plates,  and  twenty-five  dollars
 17    ($25.00) upon each succeeding annual registration. Ten dollars ($10.00) of the
 18    initial  fee and ten dollars ($10.00) of the renewal fee shall be deposited in
 19    the state highway account and shall be used to fund the cost of administration
 20    of this special license plate program. Twenty-five dollars  ($25.00)  of  each
 21    initial  fee  and fifteen dollars ($15.00) of each renewal fee shall be trans-
 22    ferred by the state treasurer for deposit to the governor's  Idaho  Lewis  and
 23    Clark  trail  committee fund created in section 67-8601, Idaho Code, and shall
 24    be used exclusively for the purposes described in section 67-8601, Idaho Code.
 25        (3)  Whenever title or interest in a vehicle registered under  the  provi-
 26    sions  of  this section is transferred or assigned, the owner may transfer the
 27    special plates to another vehicle upon payment of the required transfer  fees.
 28    The  owner  may only display the plates on another vehicle upon receipt of the
 29    new registration from the department.
 30        (4)  The Lewis and Clark commemorative license plate shall be of  a  color
 31    and  design  in accordance with the provisions of section 49-402C, Idaho Code.
 32    That portion of the design which features Lewis and Clark and other commemora-
 33    tive aspects of their trail and journeys shall be acceptable to the governor's
 34    Lewis and Clark advisory board, and shall be approved by the  department  uti-
 35    lizing  a  numbering  system as determined by the department. Initial costs of
 36    the plate program, including costs of plate design, shall  be  paid  from  the
 37    Lewis and Clark trail committee fund.
 38        (5)  Sample  Lewis and Clark commemorative license plates may be purchased
 39    for a fee of thirty dollars ($30.00), ten dollars ($10.00) of which  shall  be
 40    deposited  in  the  state highway account and twenty dollars ($20.00) of which
 41    shall be transferred to the governor's Idaho Lewis and Clark  trail  committee
 42    fund. No additional fee shall be charged for personalizing sample plates.
                                                                        
 43        SECTION  6.  Sections  2,  3  and 4 of this act shall be in full force and
 44    effect on and after July 1, 2000; and Sections 1 and 5 of this act shall be in
 45    full force and effect on and after January 1, 2001.

  1                                AMENDMENTS TO THE BILL
  2        On page 2 of the printed bill, following line 31, insert:
  3        "SECTION 2.  That Section 49-417B, Idaho Code, be, and the same is  hereby
  4    amended to read as follows:

 18    cial  license  plate program. Ten Twenty-five dollars ($1025.00) of  each ini-
 19    tial fee and ten fifteen dollars ($105.00) of each renewal fee shall be trans-
 20    ferred by the state treasurer to the ag in the classroom  account  created  by
 21    the provisions of section 57-815, Idaho Code.
 22        (3)  Whenever  title  or interest in a vehicle registered under the provi-
 23    sions of this section is transferred or assigned, the owner may  transfer  the
 24    special  plates to another vehicle upon payment of the required transfer fees.
 25    The owner may only display the plates after receipt of new  registration  from
 26    the department.
 27        (4)  The Idaho agriculture license plate shall be of a color and design in
 28    accordance with the provisions of section 49-402C, Idaho Code. That portion of
 29    the  design  which  features Idaho agriculture shall be acceptable to the Food
 30    Producers of Idaho, Inc. and shall be approved by the department  utilizing  a
 31    numbering  system  as determined by the department. Initial costs of the plate
 32    program, including the cost of plate design, shall be paid from the ag in  the
 33    classroom account.
 34        (5)  Sample  Idaho agriculture plates may be purchased from the department
 35    for a fee of thirty dollars ($30.00), twelve dollars ($12.00) of  which  shall
 36    be  deposited  in  the  state highway account and eighteen dollars ($18.00) of
 37    which shall be transferred to the ag in the classroom account.
                                                                        
 38        SECTION 3.  That Section 49-418B, Idaho Code, be, and the same  is  hereby
 39    amended to read as follows:
                                                                        
 40        49-418B.  IDAHO  YOUTH PLATES. (1) On or after January 1, 2000, any person
 41    who is the owner of a vehicle  registered  under  the  provisions  of  section

  1    49-402, Idaho Code, or registered under any other section of law for which the
  2    purchase  of  special  plates  is  allowed,  may apply for and upon department
  3    approval receive special Idaho youth license plates in lieu of regular license
  4    plates. Availability of Idaho youth plates for other vehicles shall be subject
  5    to the rules, policies and procedures of the department.
  6        (2)  In addition to the regular registration fee required  in  chapter  4,
  7    title 49, Idaho Code, the applicant shall be charged a fee of thirty-five dol-
  8    lars  ($35.00) for the initial issuance of the plates, and twenty-five dollars
  9    ($25.00) upon each succeeding annual  registration.  Twenty-five  Ten  dollars
 10    ($2510.00) of the initial fee and fifteen ten dollars ($150.00) of the renewal
 11    fee  shall be deposited in the state highway account and shall be used to fund
 12    the cost of the administration of this  special  license  plate  program.  Ten
 13    Twenty-five  dollars  ($1025.00)  of  each initial fee and ten fifteen dollars
 14    ($105.00) of each renewal fee shall be transferred by  the  county  assessor's
 15    motor  vehicle  registration  division  of each county into the youth programs
 16    fund of the sheriff of that county, for use in  implementation  of  prevention
 17    and  early  intervention programs for Idaho's at-risk youth including, but not
 18    limited to: (a) providing mentoring programs, (b)  creating  safe  places  and
 19    structured  activities  in  nonschool  hours,  (c)  fostering good health, (d)
 20    developing effective education opportunities for marketable career skills, and
 21    (e) providing an opportunity for youth to give back to their community.
 22        (3)  Whenever title or interest in a vehicle registered under  the  provi-
 23    sions  of  this section is transferred or assigned, the owner may transfer the
 24    special plates to another vehicle upon payment of the required transfer  fees.
 25    The  owner  may only display the plates on another vehicle upon receipt of the
 26    new registration from the department.
 27        (4)  The Idaho youth license plate shall be of a color and design compara-
 28    ble to the standard issue of license plates with blue numerals on a red, white
 29    and blue background, except that the word "Idaho" shall appear on  each  plate
 30    and  the  county  designator  shall  be  omitted to provide for distinguishing
 31    designs and slogans, acceptable to the Idaho association of  counties,  to  be
 32    added  to  the plate. The design shall be approved by the department and shall
 33    utilize a numbering system as determined by the department. Initial  costs  of
 34    the plate program, including costs of plate design, shall be paid by the Idaho
 35    association of counties.
 36        (5)  Sample  Idaho  youth  license  plates  may  be purchased for a fee of
 37    thirty dollars ($30.00), twelve dollars ($12.00) of which shall  be  deposited
 38    in  the  state highway account and eighteen dollars ($18.00) of which shall be
 39    deposited in the sheriff's youth program fund of the county  where  the  plate
 40    was  purchased  for the implementation of youth programs for at-risk youth. No
 41    additional fee shall be charged for personalizing sample plates.
                                                                        
 42        SECTION 4.  That Section 49-419A, Idaho Code, be, and the same  is  hereby
 43    amended to read as follows:
                                                                        
 44        49-419A.  IDAHO SAWTOOTH NATIONAL RECREATION AREA PLATES. (1) On and after
 45    January 1, 2000, any person who is the owner of a vehicle registered under the
 46    provisions  of  section 49-402, Idaho Code, or registered under any other sec-
 47    tion of law for which the purchase of special plates is allowed, may apply for
 48    and upon department approval receive Idaho sawtooth national  recreation  area
 49    license  plates in lieu of regular license plates. The provisions of this sec-
 50    tion shall not apply to any vehicle with a  registered  maximum  gross  weight
 51    over sixteen thousand (16,000) pounds. Availability of Idaho sawtooth national
 52    recreation area plates for other vehicles shall be subject to the rules, poli-

  1        (2)  In  addition  to the regular registration fees required in chapter 4,

 13    motor vehicle registration fee as described in section 17, article VII, of the
 14    constitution of the state of Idaho.
 15        (3)  Whenever  title  or interest in a vehicle registered under the provi-
 16    sions of this section is transferred or assigned, the owner may  transfer  the
 17    special  plates to another vehicle upon payment of the required transfer fees.
 18    The owner may only display the plates on another vehicle upon receipt  of  the
 19    new registration from the department.
 20        (4)  The  Idaho  sawtooth  national  recreation  area license plate design
 21    shall be of a color and design in accordance with the  provisions  of  section
 22    49-402C,  Idaho  Code.  That  portion  of  the design which features the Idaho
 23    sawtooth national recreation area shall be acceptable to the sawtooth  society
 24    and shall be approved by the department utilizing a numbering system as deter-
 25    mined  by  the  department.  Initial costs of the plate program, including the
 26    cost of the plate design, shall be paid by the sawtooth society.
 27        (5)  Sample Idaho sawtooth national recreation area  plates  may  be  pur-
 28    chased  from  the department for a fee of thirty dollars ($30.00), twelve dol-
 29    lars ($12.00) of which shall be deposited in the  state  highway  account  and
 30    eighteen  dollars  ($18.00) of which shall be deposited by the state treasurer
 31    in the park and recreation fund for use in the maintenance of parks and facil-
 32    ities. No additional fee shall be charged for personalizing sample plates.";
 33    and in line 32, delete "SECTION 2" and insert: "SECTION 5".
 34        On page 3, delete lines 21 and 22 and insert:
 35        "SECTION 6. Sections 2, 3 and 4 of this act shall be  in  full  force  and
 36    effect on and after July 1, 2000; and Sections 1 and 5 of this act shall be in
 37    full force and effect on and after January 1, 2001.".

 39        On  page  1,  in  line  4,  following  "FEES;"  insert: "AMENDING SECTIONS

                       STATEMENT OF PURPOSE

This amendment to Idaho Code establishes a special license plate
program commemorating the Lewis and Clark Bicentennial. 
Volunteers have been at work for a period of at least three years
to prepare for this extraordinary event.

The program will provide a special plate option for people who
wish to proudly note Idaho's part in this part of our country's
history.  It may also provide a greatly needed financial boost to
the Governor's Lewis and Clark Trail Committee.

There will be thousands of people visiting Idaho to follow the
historic Lewis and Clark Trail, which will afford us an unmatched
opportunity to promote all that is good about our great state.
