  2    RELATING TO THE PUBLIC SCHOOLS; PROVIDING LEGISLATIVE INTENT; AMENDING CHAPTER
  3        2, TITLE 33, IDAHO CODE, BY THE ADDITION OF A NEW  SECTION  33-212,  IDAHO
  4        CODE, TO PROVIDE THAT A SERVICE-LEARNING COMPONENT BE ADDED TO HIGH SCHOOL
  5        GRADUATION REQUIREMENTS AT THE SCHOOL DISTRICT'S OPTION AND TO PROVIDE FOR
  6        REPORTS BY SCHOOL DISTRICTS; PROVIDING A SUNSET CLAUSE AND PROVIDING FOR A
  7        REPORT BY THE STATE BOARD OF EDUCATION TO THE GOVERNOR AND THE LEGISLATURE
  8        DURING THE 2003 REGULAR LEGISLATIVE SESSION.
                                                                        
  9    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
 10        SECTION 1.  LEGISLATIVE INTENT. The Legislature of the State of Idaho rec-
 11    ognizes  that  service  opportunities  can  play  an important part in a young
 12    person's healthy development and that school-based service-learning opportuni-
 13    ties are a component in a  young  person's  healthy  development  and  that  a
 14    school-based  service-learning  opportunity  is a component that conforms with
 15    Idaho's statutory definition of a thorough system of public schools.
                                                                        
 16        SECTION 2.  That Chapter 2, Title 33, Idaho Code,  be,  and  the  same  is
 17    hereby  amended by the addition thereto of a NEW SECTION, to be known and des-
 18    ignated as Section 33-212, Idaho Code, and to read as follows:
                                                                        
 19        33-212.  SCHOOL-BASED SERVICE-LEARNING OPPORTUNITIES. School districts may
 20    authorize a service-learning component be added to  their  local  high  school
 21    graduation  requirements. This authorization shall not be construed as compul-
 22    sory upon local Idaho school districts. The state board of education is autho-
 23    rized to receive and expend any service-learning  funds  appropriated  by  the
 24    legislature  on  a  case-by-case  basis.  Districts receiving service-learning
 25    funds are to report to the state board of education on an annual basis.
                                                                        
 26        SECTION 3.  This act shall be null, void and of no force and effect on and
 27    after July 1, 2003. The State Board of Education shall report to the  Governor
 28    and  the  Legislature  during  the  regular legislative session in 2003 on the
 29    results of the service-learning pilot projects provided by this act.

  1                                AMENDMENT TO SECTION 2
  2        On page 1 of the printed bill, in  line  23,  following  "basis."  insert:
  3    "Districts  receiving  service-learning funds are to report to the state board
  4    of education on an annual basis.".
                                                                        
  5                                AMENDMENT TO THE BILL
  6        On page 1, delete lines 24 through 30 and insert:
  7        "SECTION 3.  This act shall be null, void and of no force  and  effect  on
  8    and  after July 1, 2003. The State Board of Education shall report to the Gov-
  9    ernor and the Legislature during the regular legislative session  in  2003  on
 10    the results of the service-learning pilot projects provided by this act.".
                                                                        
 11                                 CORRECTION TO TITLE
 12        On  page  1, delete lines 5 through 7 and insert: "GRADUATION REQUIREMENTS
 13    AT THE SCHOOL DISTRICT'S OPTION AND TO PROVIDE  FOR  REPORTS  BY  SCHOOL  DIS-
 14    TRICTS;  PROVIDING  A  SUNSET  CLAUSE  AND PROVIDING FOR A REPORT BY THE STATE
 15    BOARD OF EDUCATION TO THE GOVERNOR AND THE LEGISLATURE DURING THE 2003 REGULAR
 16    LEGISLATIVE SESSION.".

                STATEMENT OF PURPOSE 
                      RS 10268 
     
     Schools may authorize a service-learning component to be added to their high
     school graduation requirements. This is voluntary, not compulsory.
     
     
      
                    FISCAL IMPACT 
     
     An appropriation from the general fund to the State Board of Education of
