$5,962,500 to the Office of the Governor for the Public Employee Retirement
System for fiscal year 2001; provides legislative intent that moneys

1 AN ACT
2 APPROPRIATING MONEYS FOR THE PUBLIC EMPLOYEE RETIREMENT SYSTEM FOR FISCAL YEAR
3 2001; CLARIFYING THE APPROPRIATION FOR THE PORTFOLIO INVESTMENT PROGRAM;
4 LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS; APPROPRIATING ADDI-
5 TIONAL MONEYS FOR THE PUBLIC EMPLOYEE RETIREMENT SYSTEM FOR FISCAL YEAR
6 2000; AND DECLARING AN EMERGENCY FOR SECTION 4 OF THIS ACT.
7 Be It Enacted by the Legislature of the State of Idaho:
8 SECTION 1. There is hereby appropriated to the Office of the Governor for
9 the Public Employee Retirement System the following amounts, to be expended
10 for the named programs according to the designated expense classes from the
11 listed funds for the period July 1, 2000, through June 30, 2001:

30 SECTION 2. Notwithstanding Section 59-1311(4)(d), Idaho Code, moneys
31 appropriated in Section 1 of this act for the Portfolio Investment Program are
32 for administrative costs of the Portfolio Investment Program as provided in
33 Section 59-1311(3), Idaho Code. Amounts necessary to pay all other investment
34 expenses related to the Portfolio Investment Program are perpetually appropri-
35 ated to the Public Employee Retirement System Board as provided in Section
36 59-1311(4)(a), (b) and (c), Idaho Code.
37 SECTION 3. In accordance with Section 67-3519, Idaho Code, the Public
38 Employee Retirement System is authorized no more than fifty-five (55) full-
39 time equivalent positions at any point during the period July 1, 2000, through
40 June 30, 2001, for the programs specified in Section 1 of this act, unless
41 specifically authorized by the Governor. The Joint Finance-Appropriations Com-

1 mittee will be notified promptly of any increased positions so authorized.
2 SECTION 4. In addition to the appropriation made in Section 1, Chapter
3 233, Laws of 1999, there is hereby appropriated to the Office of the Governor
4 for the Public Employee Retirement System for Retirement Administration, the
5 following amounts, to be expended according to the designated expense classes
6 from the listed fund for the period July 1, 1999, through June 30, 2000:

14 SECTION 5. An emergency existing therefor, which emergency is hereby

This is the Fiscal Year 2001 appropriation for the Public Employee Retirement System of Idaho
(PERSI). This bill also includes a Fiscal Year 2000 supplemental appropriation. The PERSI budget is
funded by dedicated funds.

This FY 2001 appropriation funds eight enhancements. The first provides funding to allow
PERSI to fill a Deputy Director position that has long been vacant. The second provides funding
to allow PERSI to contract for expert advice in the area of disability claims determination.
The third and fourth enhancements relate to technology planning and upgrades to PERSI’s computer
system. The fifth enhancement provides funding to create backup copies of all members records.
The sixth enhancement provides additional personnel dollars for the Portfolio Management
program. The seventh increases the spending authority of the 401k program to reflect increasing
employee participation. The last enhancement provides seven new positions and the contract
programming services necessary to implement the gainsharing system outlined in HB 510 by the
January 1, 2001 implementation date.
This bill also provides $96,200 in Fiscal Year 2000
supplemental funds to begin the immediate implementation of the gainsharing system. Again, this
will enable PERSI to have this system ready in time for the January 1, 2001 implementation date.
