  2    APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF  AGRICULTURE  FOR  FISCAL
  3        YEAR 2001.
                                                                        
  4    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  5        SECTION  1.  In  addition  to the appropriation provided in House Bill No.
  6    763, enacted by the Second Regular Session of the Fifty-fifth  Idaho  Legisla-
  7    ture,  there  is hereby appropriated to the Department of Agriculture the fol-
  8    lowing amounts to be expended for the Administration Program according to  the
  9    designated  expense classes from the listed funds for the period July 1, 2000,
 10    through June 30, 2001:

Statement of Purpose

This is a trailer appropriation bill to the Idaho Department of Agriculture due to the passage of Senate Bill No. 1536. S1536 makes low interest loans available to beginning farmers and ranchers for agricultural facilities through the Idaho Housing and Finance Association. It directs the Idaho Department of Agriculture to assist in the provisions of such loans. This trailer appropriation bill provides funding to the Department of Agriculture to implement this new program.

Fiscal Note

The “Aggie Loan” program allows the Department of Agriculture to retain a service charge of 1.5% of the amount of the loan; however, .5% would then be remitted to the Idaho Housing and Finance Association leaving 1% for ISDA staffing, advertising, notices of public hearing, and attorney fees. Although ISDA estimates of $2.5 million in loans would generate service fees of $37,500, administrative costs are estimated at $47,500 leaving a shortfall of about $10,000. This appropriation provides $10,000 in one-time General Fund support plus $40,000 in spending authority from service fees for a total of $50,000.
