  1                               A CONCURRENT RESOLUTION
  2    RECOGNIZING THE DESTRUCTIVE EFFECTS OF SUICIDE AS A MATTER OF GREAT CONCERN TO
  3        THE STATE OF IDAHO AND ITS CITIZENS, AND ENCOURAGING EFFORTS  DESIGNED  TO
  4        PREVENT SUICIDE AND REHABILITATE THOSE WHO SURVIVE SUICIDE ATTEMPTS.
                                                                        
  5    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  6        WHEREAS,  nationally,  Idaho  consistently  ranks among the top ten states
  7    with the highest rate of suicide; and
  8        WHEREAS, Idaho statistics indicate that  suicide  is  the  second  leading
  9    cause  of death for persons 15 to 24 years of age, and the third leading cause
 10    of death for persons 25 to 44 years of age; and
 11        WHEREAS, Idaho's suicide rate for persons 10 to 14 years of age is  double
 12    the national average; and
 13        WHEREAS,  the  actual  number  of  suicides and suicide attempts may be as
 14    great as four times the number reported since they  are  often  classified  as
 15    either accidents or homicides; and
 16        WHEREAS,  while the suicide completion rate per 100,000 has remained rela-
 17    tively stable over the past forty years for the  general  population,  it  has
 18    nearly tripled for young people over the same time period; and
 19        WHEREAS,  the  stigma associated with mental illness works against suicide
 20    prevention by keeping persons at risk of completing suicide from seeking life-
 21    saving help; and
 22        WHEREAS, suicide is a complex, multifaceted biological, sociological, psy-
 23    chological and societal problem; and
 24        WHEREAS, even though many suicides are  currently  preventable,  there  is
 25    great  need  for  the development and use of more effective suicide prevention
 26    programs; and
 27        WHEREAS, suicide prevention efforts should be encouraged  to  the  maximum
 28    extent possible.
 29        NOW,  THEREFORE,  BE IT RESOLVED by the members of the Second Regular Ses-
 30    sion of the Fifty-fifth Idaho Legislature, the House  of  Representatives  and
 31    the Senate concurring therein, that the Legislature and the Governor recognize
 32    the  destructive  effects of suicide as a matter of great concern to the citi-
 33    zens of Idaho and its leaders.
 34        BE IT FURTHER RESOLVED that the Legislature and Governor  recognize  that,
 35    while   no  single suicide prevention program or effort is appropriate for all
 36    populations or communities, strengthening efforts to prevent  these  tragedies
 37    is a state priority.
 38        BE IT FURTHER RESOLVED that the Legislature and Governor encourage efforts
 39    dedicated  to preventing suicide, responding to people at risk for suicide and
 40    people who have attempted suicide, promoting safe and effective treatment  for
 41    persons  at  risk of suicidal behavior, supporting those who have lost a loved
 42    one to suicide, and developing an effective state strategy for the  prevention
 43    of suicide.
 44        BE  IT  FURTHER  RESOLVED that the Legislature and Governor support educa-

  1    tional efforts to remove the stigma associated with mental health  issues  and
  2    urge that accessibility and affordability issues related to insurance and men-
  3    tal  health  services  be resolved so that all persons at risk for suicide may
  4    obtain services.
  5        BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Idaho
  6    Department of Health and Welfare and the Idaho Education Association.

                 STATEMENT OF PURPOSE

     This legislation is intended to raise public awareness of the problems associated
     with suicide, particularly among the younger population.    Idaho has a serious
     problem which needs to be addressed and awareness is the first step toward
