  2    RELATING TO THE EDUCATIONAL SUPPORT PROGRAM; AMENDING SECTION 33-1004A,  IDAHO
  3        CODE,  TO  PROVIDE  THE APPLICATION OF THE EXPERIENCE AND EDUCATION MULTI-
  4        PLIER TO AN OCCUPATIONAL SPECIALIST CERTIFICATE.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION 1.  That Section 33-1004A, Idaho Code, be, and the same is  hereby
  7    amended to read as follows:
                                                                        
  8        33-1004A.  EXPERIENCE  AND  EDUCATION  MULTIPLIER.  Each instructional and
  9    administrative staff position shall  be  assigned  an  appropriate  multiplier

 29        In  determining  the  experience  factor,  the actual years of teaching or
 30    administrative service in an accredited public school or in an accredited pri-
 31    vate or parochial school shall be credited.
 32        In determining the education factor, only  credits  earned  after  initial
 33    certification,  based upon a transcript on file with the teacher certification
 34    office of the state department of  education,  earned  at  an  institution  of
 35    higher  education  accredited  by  the  state board of education or a regional
 36    accrediting association, shall be allowed. Instructional staff  whose  initial
 37    certificate  is  an occupational specialist certificate shall be treated as BA
 38    degree prepared instructional staff. Credits earned by such occupational  spe-
 39    cialist  instructional  staff  after  initial  certification shall be credited
 40    toward the education factor.

Statement of Purpose / Fiscal Impact


                STATEMENT OF PURPOSE 
                      RS 09854 
     
     This legislation addresses an oversight in the education multiplier for secondary
     teachers who hold an occupational specialist certificate. The existing code says
     (appropriately) that only those credits earned after initial certification contribute to
     the education factor. Unfortunately, the columns which define the educational
     factor are labeled with BA, BA +12, etc. Although occupational specialists
     receive certification based on competence and experience, many.do not have
     baccalaureate degrees and therefore do not fit anywhere on the reimbursement
     schedule. The existing interpretation is that they must remain on the first
     educational step even after obtaining initial certification plus additional credits.
     This legislation would allow districts with occupational specialists to receive
     credit for the additional education obtained by occupational specialists. It would
     therefore treat the occupational specialists the same as the rest of the teachers.
     This change is supported by the State Board of Education. 
     
                    FISCAL IMPACT 
     This legislation would not affect the total amount of money going to the schools,
     but would result in a minor redistribution from the discretionary funds category to
     the salary based apportionment and benefits category. An estimate of this
     redistribution would be $1,000,000 or $80 per discretionary unit. Discretionary
     units are currently funded at $21,800 so this would result in a shift of .37%.
     Actual redistribution of funds among school districts would depend on the relative
     number of occupational specialists compared to the number of units allotted that
     district. it should be noted that occupational specialist used to be reimbursed at the
     average of a district's salaries and thus, this change would result in a distribution
     pattern more closely aligned with one used a few years ago.
