S1413|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature Second Regular Session - 2000IN THE SENATE SENATE BILL NO. 1413 BY EDUCATION COMMITTEE 1 AN ACT 2 RELATING TO STATE EMPLOYEES; AMENDING CHAPTER 53, TITLE 67, IDAHO CODE, BY THE 3 ADDITION OF A NEW SECTION 67-5338, IDAHO CODE, TO PROVIDE PAID LEAVE FOR 4 AN EMPLOYEE OF THE STATE TO ATTEND A SCHOOL CONFERENCE OR TO PERFORM 5 SCHOOL-APPROVED VOLUNTEER ACTIVITIES. 6 Be It Enacted by the Legislature of the State of Idaho: 7 SECTION 1. That Chapter 53, Title 67, Idaho Code, be, and the same is 8 hereby amended by the addition thereto of a NEW SECTION, to be known and des- 9 ignated as Section 67-5338, Idaho Code, and to read as follows: 10 67-5338. SCHOOL CONFERENCE AND ACTIVITIES LEAVE. An employee of the state 11 of Idaho shall be entitled to paid leave of up to a total of eight (8) hours 12 during any twelve (12) month period to attend a school conference or to per- 13 form any school-approved volunteer activities during the days established as 14 the regular school year by the district board of trustees. The leave time pro- 15 vided under this section is in addition to other paid leave or vacation time 16 provided to employees. Part-time employees shall be entitled to leave under 17 this section based on the proportion they work of a forty (40) hour week.
STATEMENT OF PURPOSE RS 09426C1 There is no more important ingredient in a child's growth and development than that of her/his parents. This legislation will provide state employees an opportunity to become more actively engaged in the education of their children. The legislation would also create stronger connections between schools and patrons. FISCAL IMPACT There are currently 12,596 classified and 11,358 non-classified employees for a total of 23,954 state employees. The cost to the state would depend on several factors: (1) the number of employees who would choose to take advantage of the opportunity; (2) whether or not a temporary employee would be hired to replace a state employee; and (3) the salary the temporary employee is paid. Based on an average hourly salary for a temporary employee of $9.00, the maximum impact, should every state employee take advantage of the leave and the state hire a temp, would be $1,724,688. Assuming that 80% of eligible state employees took advantage of this opportunity, and temporary employees were hired to replace them during that time, the impact would be $1,379,736. Assuming that 60% of eligible state employees took advantage of this opportunity, and temporary employees were hired to replace them during that time, the impact would be $1,034,812. Assuming that 40% of eligible state employees took advantage of this opportunity, and temporary employees were hired to replace them during that time, the impact would be $689,875. Assuming that 20% of eligible state employees took advantage of this opportunity, and temporary employees were hired to replace them during that time, the impact would be $344,937. Assuming that 10% of eligible state employees took advantage of this oppotunity, and temporary employees were hired to replace them during that time, the impact would be $172,468. If no temporary employees were hired to replace state employees who took advantage of this opportunity, there would be no fiscal impact. Contact: Rep. Tom Trail Sen.
