  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO
  3        APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A STUDY OF FACTORS  CONTRIB-
  4        UTING  TO A HIGH RATE OF UNWANTED PREGNANCY IN IDAHO AND WAYS IN WHICH THE
  5        STATE SHOULD ADDRESS SOLUTIONS.
                                                                        
  6    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  7        WHEREAS, unwanted pregnancy is a complicated societal problem with  conse-
  8    quences  which reverberate through the lives of many individuals including not
  9    only the mother and the child born to her but also each and every  citizen  of
 10    the community at large; and
 11        WHEREAS, it is in the interests of the citizens of the state of Idaho that
 12    every  effort be made to identify factors which contribute to the high rate of
 13    unwanted pregnancy in Idaho and to identify  factors  which,  to  the  maximum
 14    extent  that it is feasible, the state may address through legislative action;
 15    and
 16        WHEREAS, it is incumbent upon  the  Legislature  to  act  aggressively  to
 17    address this issue in the interests of the state and her citizens.
 18        NOW,  THEREFORE,  BE IT RESOLVED by the members of the Second Regular Ses-
 19    sion of the Fifty-fifth Idaho Legislature, the Senate and the House of  Repre-
 20    sentatives  concurring  therein, that the Legislative Council is authorized to
 21    appoint a committee to undertake and complete a study of  factors  which  con-
 22    tribute to the high rate of unwanted pregnancy and the ways in which the state
 23    should  address  solutions. The Legislative Council shall determine the number
 24    of legislators and membership from each house appointed to the  committee  and
 25    shall  authorize  the  committee  to receive input, advice and assistance from
 26    interested and affected parties who are not members of the Legislature.
 27        BE IT FURTHER RESOLVED that nonlegislative members of the committee may be
 28    appointed by the cochairs of the committee who are appointed by  the  Legisla-
 29    tive  Council.  Nonlegislative  members of the advisory committee shall not be
 30    reimbursed from legislative funds for per diem, mileage or other expenses  and
 31    shall  not have voting privileges regarding the committee's recommendations or
 32    proposed legislation.
 33        BE IT FURTHER RESOLVED that the committee shall report its findings,  rec-
 34    ommendations and proposed legislation, if any, to the First Regular Session of
 35    the Fifty-sixth Idaho Legislature.

The purpose of this legislation is to authorize the legislative 
council to appoint an interim committee to undertake and complete 
a study of factors contributing to a high rate of unwanted
pregnancy in Idaho and ways in which the State of Idaho should 
address solutions.

                          FISCAL IMPACT

The impact to the General Fund is estimated to be $10,000 - $15,000
