SCR148|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature Second Regular Session - 2000IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 148 BY EDUCATION COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND URGING THAT APPROPRIATE STEPS BE TAKEN 3 TO ENSURE THAT HISPANIC AND LIMITED ENGLISH PROFICIENT STUDENTS RECEIVE A 4 THOROUGH EDUCATION AND DIRECTING A REPORT TO THE LEGISLATURE. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, a majority of Hispanic and limited English proficient students 7 are falling behind their classroom peers in their academic endeavors; and 8 WHEREAS, these same students continue to score at least twenty-five 9 percentile points lower than their Caucasian peers on state standardized tests 10 such as the Iowa Test of Basic Skills (ITBS) and the Test of Academic Profi- 11 ciency (TAP); and 12 WHEREAS, the test scores of Hispanic and limited English proficient stu- 13 dents are comparable to the test scores of special education students; and 14 WHEREAS, more than fifty percent of Hispanic and limited English profi- 15 cient students who took the Idaho Reading Indicator (IRI) during school year 16 1999-2000 are reading at below grade level; and 17 WHEREAS, at least forty percent of Hispanic students fail to successfully 18 complete the required high school graduation requirements; and 19 WHEREAS, Hispanic and limited English proficient students' school failure 20 and the relative lack of success of previous attempts at remedial interven- 21 tion, such as compensatory education, and English as a Second Language (ESL) 22 programs continue to be unsuccessful; and 23 WHEREAS, the proposed adoption of Idaho's Exit Standards will require 24 these students to meet more rigorous educational requirements in order to 25 graduate from high school. 26 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 27 sion of the Fifty-fifth Idaho Legislature, the Senate and the House of Repre- 28 sentatives concurring therein, that it is the finding of the Legislature that 29 the Governor, the State Superintendent of Public Instruction, the Idaho State 30 Board of Education and local school districts should take all necessary steps 31 to ensure that Hispanic and limited English proficient students are receiving 32 the thorough education required by the Constitution of the State of Idaho. It 33 is incumbent upon the State Board of Education and the State Superintendent of 34 Public Instruction that they require specific responses from each school dis- 35 trict concerning their efforts to provide the educational interventions and 36 reforms necessary to improve the academic achievement of Hispanic and limited 37 English proficient students. The State Superintendent shall submit a report to 38 the First Regular Session of the Fifty-sixth Idaho Legislature on progress, 39 remaining problem areas and recommendations for meeting the educational goals 40 of these students.
STATEMENT OF PURPOSE RS 10018 The purpose of this concurrent resolution is to ensure that Hispanic and limited English proficient students receive a thorough education as required by the Constitution of the State of Idaho. This resolution urges the Governor, State Board of Education, the Superintendent of Public Instruction, and local school districts to provide the educational interventions and reforms necessary to improve the academic achievement of Hispanic and limited English proficient students. School districts would be required to provide specific responses regarding the actions to be taken to provide the academic achievement of Hispanic and limited English proficient students, and report their progress to the State Superintendent of Public Instruction. The State Superintendent shall have the duty to report progress, problems, and recommendations to the First Regular Session of the Fifty-sixth Idaho legislature. FISCAL IMPACT Any costs related to this resolution will be minimal, involving the gathering and analyzing of data that already exists.
