SCR150|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature Second Regular Session - 2000IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 150 BY EDUCATION COMMITTEE 1 A CONCURRENT RESOLUTION 2 RECOGNIZING ACCOMPLISHMENTS AND NEEDS FOR ADULT LITERACY PROGRAMS AND DECLAR- 3 ING NOVEMBER 2000 TO BE IDAHO LITERACY MONTH WITH THE THEME "PROMOTING 4 LITERACY IN THE 21ST CENTURY." 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, literacy in the twenty-first century means having a broad range 7 of skills that include reading, writing, math, critical thinking, and speaking 8 in English; and 9 WHEREAS, for businesses, literacy also includes such workplace basics as 10 using computers, working on teams, and making decisions, and a literate 11 workforce is essential to the local, state, and national economy, and affects 12 economic competitiveness in a global market; and 13 WHEREAS, technology is rapidly advancing in our society and increased lit- 14 eracy skills empower individuals to meet the increased demands of daily life 15 accordingly; and 16 WHEREAS, learning does not end with formal education but continues 17 throughout life as individuals acquire new knowledge and skills; and 18 WHEREAS, literacy empowers parents in their role as their children's first 19 teacher, preparing their children to be ready to learn upon entering school 20 and helping their children to succeed once in school; and 21 WHEREAS, English as a second language programs empower non-English speak- 22 ing adults to be successful in society and at work, to contribute to the suc- 23 cess of their children at home through language development and to participate 24 in their children's education; and 25 WHEREAS, literacy empowers Idaho citizens by enabling them to exercise the 26 rights and responsibilities of citizenship; and 27 WHEREAS, studies such as the 1995 Synthetic Estimates of the National 28 Adult Literacy Survey indicate that as many as thirty-one percent of Idaho's 29 adult population lack some of the basic literacy skills needed to take full 30 advantage of their lifelong learning opportunities, and approximately 140,000 31 Idaho adults, according to the 1990 census figures, do not have a high school 32 diploma or a GED; and 33 WHEREAS, statewide, 10,000 to 13,000 adults enroll in adult basic educa- 34 tion programs each year; and 35 WHEREAS, dedicated volunteers provide tutoring to adults through Adult 36 Basic Education programs, a variety of community-based organizations and 37 libraries; and 38 WHEREAS, the state of Idaho invests in the Adult Basic Education program 39 administered by the State Department of Education with services delivered 40 through six postsecondary institutions, the Idaho Migrant Council, and the 41 Department of Correction, assisted by numerous partnerships with a variety of 42 institutions, agencies, private industries, and community-based nonprofit 43 organizations; and 44 WHEREAS, support through public/private partnerships is critical in order 2 1 to provide high quality training, materials and technology to staff and volun- 2 teers in Idaho's literacy programs. 3 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 4 sion of the Fifty-fifth Idaho Legislature, the Senate and the House of Repre- 5 sentatives concurring therein, that November 2000 be declared "Idaho Literacy 6 Month" for the purpose of focusing public awareness on empowering Idahoans 7 through increased literacy skills with the theme "Promoting Literacy in the 8 21st Century."
STATEMENT OF PURPOSE RS10137 This concurrent resolution recognizes accomplishments and needs for Adult Literacy Programs and declaring November 2000 to be Idaho Literacy Month with the theme "Promoting Literacy in the 21st Century.
