Statement of Purpose / Fiscal Impact

                  STATEMENT OF PURPOSE

This legislation will change the nominal fee for medical
service for county inmates from one to five dollars. The
original legislation was passed in 1994 to curtail baseless
requests for medical service by bored inmates. While this has
worked to an extent, the fee is so low that some inmates are
still engaging in such requests. In addition, the fee is so
low that it will not justify the cost of keeping the record
and making the transfer of the dollar from one account to
another. This legislation will not affect indigent inmates,
who may still obtain medical service for free.
