                                BY APPROPRIATIONS COMMITTEE
                                                                        
  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE MILITARY DIVISION FOR FISCAL YEAR 2001;
  3        DIRECTING THE STATE CONTROLLER TO TRANSFER MONEYS TO  THE  HAZARDOUS  SUB-
  4        STANCE EMERGENCY RESPONSE FUND; AND DECLARING AN EMERGENCY.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION  1.  In  addition  to the appropriation made in Section 1, Chapter
  7    284, Laws of 2000, there is hereby appropriated to the Office of the  Governor
  8    for  the Military Division the following amounts to be expended for the desig-
  9    nated programs according to the designated expense  classes  from  the  listed
 10    funds for the period July 1, 2000, through June 30, 2001:
 11    A. BUREAU OF HAZARDOUS MATERIALS:
 12    FOR:
 13    Operating Expenditures                                                $124,700
 14    FROM:
 15    Hazardous Substance Emergency Response Fund                           $124,700
 16    B. MILITARY MANAGEMENT:
 17    FOR:
 18    Operating Expenditures                                                $154,900

 22        SECTION  2.  The  State  Controller shall make a cash transfer of $124,700
 23    from the General Fund to the Hazardous Substance Emergency Response  Fund  for
 24    the period July 1, 2000, through June 30, 2001.
                                                                        
 25        SECTION  3.  An  emergency  existing  therefor,  which emergency is hereby
 26    declared to exist, this act shall be in full force and effect on and after its
 27    passage and approval.

Statement of Purpose / Fiscal Impact



                  STATEMENT OF PURPOSE
                         RS10693

This is a fiscal year 2001 supplemental appropriation for the Military
Division in the Executive Office of the Governor. Two items are 
addressed: 1) funding for increased utility costs for the Military 
Management Program; 2) funding for the Bureau of Hazardous Materials
to cover deficiency warrants issued to pay for the cost of responding 
to hazardous materials incidents throughout Idaho.





                        Fiscal Note

This supplemental appropriation includes $279,600 in one-time General
Funds. Of that funding, $154,900 is for utility increases and $124,700 
is for deficiency warrants.
