|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature First Regular Session - 2001IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 68 BY APPROPRIATIONS COMMITTEE 1 AN ACT 2 APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF AGRICULTURE FOR FISCAL 3 YEAR 2001; AUTHORIZING THE STATE CONTROLLER TO TRANSFER MONEYS TO THE PEST 4 CONTROL DEFICIENCY FUND; AND DECLARING AN EMERGENCY. 5 Be It Enacted by the Legislature of the State of Idaho: 6 SECTION 1. In addition to the appropriation made in Section 1, Chapter 7 387, Laws of 2000, there is hereby appropriated to the Department of Agricul- 8 ture the following amounts, to be expended for the designated program accord- 9 ing to the designated expense classes from the listed fund for the period July 10 1, 2000, through June 30, 2001: 11 PLANT INDUSTRIES: 12 FOR: 13 Personnel Costs $109,500 14 Operating Expenditures 53,100 15 Capital Outlay 1,300 16 TOTAL $163,900 17 FROM: 18 Pest Control Deficiency Fund $163,900 19 SECTION 2. The State Controller shall make cash transfers from the Gen- 20 eral Fund to the Pest Control Deficiency Fund, at the request of the Director 21 of the Department of Agriculture, not to exceed $163,900, for the period July 22 1, 2000, through June 30, 2001. 23 SECTION 3. An emergency existing therefor, which emergency is hereby 24 declared to exist, this act shall be in full force and effect on and after its 25 passage and approval.

Fiscal Note |
Idaho Code ยง22-2108 provides that the state board of examiners may issue deficiency warrants of up to $500,000 against the General Fund, on behalf of the Department of Agriculture, to suppress agricultural pests on state and private lands. The actual calendar year 2000 costs were $87,100 for grasshopper and Mormon cricket monitoring and treatment, $12,200 for gypsy moth survey, and $64,600 for exotic pest survey (apple maggot, cereal leaf beetle, Japanese beetle, etc) totaling $163,900.
