|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature First Regular Session - 2001IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 83 BY APPROPRIATIONS COMMITTEE 1 AN ACT 2 APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF INSURANCE FOR FISCAL YEAR 3 2001; AND DECLARING AN EMERGENCY. 4 Be It Enacted by the Legislature of the State of Idaho: 5 SECTION 1. In addition to the appropriation made in Section 1, Chapter 6 471, Laws of 2000, there is hereby appropriated to the Department of Insurance 7 the following amounts to be expended for the designated program according to 8 the designated expense classes from the listed funds for the period July 1, 9 2000, through June 30, 2001: 10 FOR FOR FOR 11 PERSONNEL OPERATING CAPITAL 12 COSTS EXPENDITURES OUTLAY TOTAL 13 I. An emergency existing therefor, which emergency is hereby 22 declared to exist, this act shall be in full force and effect on and after its 23 passage and approval.

This is a fiscal year 2001 supplemental appropriation for the Department of Insurance totaling $122,600 in dedicated fund spending authority.
The Department of Insurance changed its fee structure for activities associated with insurance companies effective July 1, 2000 to a single annual continuation fee charged all companies conducting business in the state. The Department will now incur the costs of services the Department provides, but the flat fee will cover these additional costs. All that is needed is additional ongoing spending authority in the amount of $112,500.
This supplemental would also provide the Department of Insurance with $10,100 in ongoing additional spending authority ($2,700 personnel costs, $5,900 operating expenses and $1,500 capital outlay). The Commission on Aging provided the Department with a grant to help seniors with Medicare insurance questions. However, the Department’s actual spending authority for this program was less than the amount of the grant.

This supplemental appropriation would provide spending authority in the amount of $122,600 for ongoing personnel costs, operating expenses and capital outlay for the Insurance Regulation Program: $112,500 for the Self-Governing Operating Fund and $10,100 for the Miscellaneous Revenue Fund. The funding source is dedicated funds derived from an annual fee charged insurance companies who conduct business in the state, and a grant from the Idaho Commission on Aging.
