  1                                        AN ACT
  2    APPROPRIATING   ADDITIONAL   MONEYS   TO   THE   SUPERINTENDENT   OF    PUBLIC
  3        INSTRUCTION/STATE  DEPARTMENT OF EDUCATION FOR FISCAL YEAR 2001; PROVIDING
  4        TWO ADDITIONAL FULL-TIME POSITIONS FOR FISCAL YEAR 2001; AND DECLARING  AN
  5        EMERGENCY.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION  1.  In  addition  to the appropriation made in Section 1, Chapter
  8    98, Laws of 2000, there is hereby appropriated to the Superintendent of Public
  9    Instruction/State Department of Education the following amounts to be expended
 10    for the designated program according to the designated  expense  classes  from
 11    the listed funds for the period July 1, 2000, through June 30, 2001:

 23        SECTION 2.  In addition to the authorization granted in Section 2, Chapter
 24    98, Laws of 2000, the Superintendent of Public Instruction/State Department of
 25    Education  is authorized two (2) additional full-time equivalent positions for
 26    the period July 1, 2000, through June 30, 2001.
                                                                        
 27        SECTION 3.  An emergency existing  therefor,  which  emergency  is  hereby
 28    declared to exist, this act shall be in full force and effect on and after its
 29    passage and approval.

This is a Fiscal Year 2001 supplemental for the Superintendent of Public
Instruction/Department of Education.





                                   
                             Fiscal Note
This bill provides funding for the following two items:

1.) Provides an additional $20 million in spending authority in the area of federal
funds.
These are funds that the department passes through to local school districts, and
represents federal grant programs such as school lunch and breakfast funds, the
summer food
program, migrant education funds, drug free school funds, and class size reduction
funds.

2.) Provides two FTP and $132,000 in spending authority to allow the department to
spend grant funds from the Albertson s Foundation. This program will examine what
programs and practices create high performing schools in Idaho, and will attempt to
bring these practices to other Idaho schools. Since the program is a three year grant,
the two positions would be authorized and limited-service appointments, and would
only last as long as grant funds continue to be made available.
