                             RS10829

This bill amends section 1-1102, Idaho Code, relating to
the compensation and expenses of court reporters, to clarify
that the Supreme Court shall establish the annual salary of
district court reporters in accordance with the present
provisions in this statute which directs the Supreme Court to
devise a personnel plan for reporters that covers their
appointment, classification, minimum qualifications,
compensation, and other incidents of employment. The annual
salary set by the Supreme Court would be ratified by the
Legislature through the appropriation process.

At the request of the Legislature, the Idaho Supreme Court
reactivated a court reporter committee in 1997 to consider a
number of policy issues regarding court reporting in the Idaho
Judiciary, including competency standards and an appropriate
compensation structure. The compensation schedule tentatively
adopted by the Supreme Court contemplates three categories of
reporter compensation based on their level of competence in
real-time reporting utilizing computer-aided translation.

                  FISCAL NOTE

A request for additional general funds in the amount of
$95,900 for fiscal year 2002 has been made to the Joint Finance
and Appropriations Committee to accommodate the annual salary
schedule tentatively approved by the Supreme Court under the
authority of this section of the code.
