BY APPROPRIATIONS COMMITTEE
1 AN ACT
2 APPROPRIATING MONEYS FOR THE STATE LIQUOR DISPENSARY FOR FISCAL YEAR 2002;
3 LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS; AND REAPPROPRIATING
4 CERTAIN UNEXPENDED AND UNENCUMBERED BALANCES TO THE OFFICE OF THE GOVERNOR
5 FOR THE STATE LIQUOR DISPENSARY.
6 Be It Enacted by the Legislature of the State of Idaho:
7 SECTION 1. There is hereby appropriated to the Office of the Governor for
8 the State Liquor Dispensary the following amounts, to be expended according to
9 the designated expense classes from the listed fund for the period July 1,
10 2001, through June 30, 2002:
11 FOR:
12 Personnel Costs $ 6,624,300
13 Operating Expenses 2,932,600
14 Capital Outlay 706,300
15 TOTAL $10,263,200

17 Liquor Control Fund $10,263,200
18 SECTION 2. In accordance with Section 67-3519, Idaho Code, the State
19 Liquor Dispensary is authorized no more than one hundred forty-five (145)
20 full-time equivalent positions at any point during the period July 1, 2001,
21 through June 30, 2002, for the program specified in Section 1 of this act,
22 unless specifically authorized by the Governor. The Joint Finance-
23 Appropriations Committee will be notified promptly of any increased positions
24 so authorized.
25 SECTION 3. There is hereby reappropriated to the Office of the Governor
26 for the State Liquor Dispensary any unexpended and unencumbered balance of the
27 Liquor Control Fund appropriated for the Enterprise Accounting System for fis-
28 cal year 2001, to be used for the same purpose for the period July 1, 2001,
29 through June 30, 2002. The reappropriation is limited to $880,000 from the
30 Liquor Control Fund.

This appropriation bill funds two of the six requested enhancements and also provides carryover authority for the unspent FY 2001 funds dedicated to the Enterprise Accounting System. The first enhancement provides the Dispensary with $125,000 to finish installing security systems in state liquor stores. The second enhancement funds $250,700 for warehouse improvements.
The overall budget reflects a 0.9% decrease over the current fiscal year.
