  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE  IDAHO  TRANSPORTATION  DEPARTMENT  FOR
  3        FISCAL YEAR 2002.
                                                                        
  4    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  5        SECTION  1.  In  addition to the appropriation made in Section 1 of Senate
  6    Bill No. 1184, as enacted by the First  Regular  Session  of  the  Fifty-sixth
  7    Idaho  Legislature,  there  is hereby appropriated to the Idaho Transportation
  8    Department the following amount to be  expended  for  the  designated  program
  9    according  to the designated expense class from the listed fund for the period
 10    July 1, 2001, through June 30, 2002:

Statement of Purpose
RS11290

This is a fiscal year 2002 trailer appropriation bill in response to H67 and H124. H67 allowed for the retention of interest earned on the Aeronautics Fund instead of crediting that interest to the General Fund. ITD estimated the fiscal impact at $31,000 based on an average annual balance of $500,000 and a 6.2% interest rate. H124 provided an incentive to register aircraft. ITD estimated that 400 additional aircraft will register at an average of $25 per plane for a total of $10,000.

Fiscal Note

This trailer bill provides $41,000 in spending authority from the State Aeronautics Fund in trustee and benefit payments to act as match for the federal Aviation Investment and Reform Act for the 21st Century. The department’s goal is to provide half of the match required for general aviation airports. This $41,000 combined with $41,000 in local funds would match $738,000 in federal funds for a total of $820,000.
