  1                                        AN ACT
  2    RELATING TO DAYLIGHT SAVING TIME; AMENDING CHAPTER 1, TITLE 73, IDAHO CODE, BY
  3        THE ADDITION OF A NEW SECTION 73-123, IDAHO CODE, TO PROVIDE THAT A SPECI-
  4        FIED PORTION OF THE STATE OF IDAHO SHALL BE  EXEMPTED  FROM  THE  DAYLIGHT
  5        SAVING TIME PROVISIONS OF FEDERAL LAW; AND DECLARING AN EMERGENCY.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION  1.  That  Chapter  1,  Title  73, Idaho Code, be, and the same is
  8    hereby amended by the addition thereto of a NEW SECTION, to be known and  des-
  9    ignated as Section 73-123, Idaho Code, and to read as follows:
                                                                        
 10        73-123.  EXEMPTION  FROM  DAYLIGHT  SAVING TIME. Notwithstanding any other
 11    provision of law to the contrary by the United States government  relating  to
 12    the  adoption of daylight saving time by all of the states, the state of Idaho
 13    elects to reject such time for so much of the  state  as  lies  south  of  the
 14    Salmon  River,  traversing the state from east to west near forty-five degrees
 15    thirty minutes latitude, and located in the mountain standard time zone.
                                                                        
 16        SECTION 2.  An emergency existing  therefor,  which  emergency  is  hereby
 17    declared to exist, this act shall be in full force and effect on and after its
 18    passage and approval.

Statement of Purpose / Fiscal Impact


                  STATEMENT OF PURPOSE

                         RS 11314

This bill is proposed as an energy conservation measure. By 
exempting Mountain Standard Time from daylight savings time in 
the state of Idaho, a significant savings in the use of electrical 
energy and decreased costs for the consumers of electricity would 
result.


                       FISCAL IMPACT


There is no fiscal impact to the general fund. However, there 
would be a reduction in costs to ratepayers throughout the state.
