|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature First Regular Session - 2001IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 12 BY COMMERCE AND HUMAN RESOURCES COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING LEGISLATIVE FINDINGS OF SUPPORT AND APPRECIATION FOR STATE EMPLOYEES 3 AND STATING LEGISLATIVE POLICY CONCERNING THE CHANGE IN EMPLOYEE COMPENSA- 4 TION FOR STATE EMPLOYEES FOR FISCAL YEAR 2002. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, the Legislature recognizes the significant contribution made by 7 our dedicated state employees in serving the citizens of Idaho; and 8 WHEREAS, the Legislature has by law provided that the Governor and Divi- 9 sion of Human Resources report to the Legislature their recommendations for 10 proposed pay policies, together with the estimated costs thereof; and 11 WHEREAS, the Legislature has received and reviewed the report of the Gov- 12 ernor dated January 10, 2001, and the report of the Division of Human 13 Resources dated October 1, 2000. 14 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 15 of the Fifty-sixth Idaho Legislature, the House of Representatives and the 16 Senate concurring therein, that: 17 1. Recommendation No. 1 of the Division of Human Resources and concurred 18 in by the Chief Executive that the state compensation schedule be 19 expanded in accordance with the recommendation of the Administrator 20 of the Division of Human Resources is hereby adopted. 21 2. Recommendation No. 2 of the Chief Executive to provide a 4.5% 22 increase that is distributed according to performance and compensa- 23 tion guidelines is hereby adopted with the following modifications: 24 a. Of the 4.5% salary increase, agencies are first directed to pro- 25 vide a thirty-six cents per hour merit increase to all employees 26 who have achieved performance standards. 27 b. Agencies are then directed to distribute the balance of the 4.5% 28 salary increase for performance related increases and agency 29 specific compensation issues. 30 3. The Joint Finance-Appropriations Committee is directed to appropriate 31 an amount not to exceed $20.2 million from the General Fund to fund 32 these recommendations for state agencies, colleges and universities. 33 4. For those agencies funded in total or in part from non-General Fund 34 money, the Joint Finance-Appropriations Committee is directed to 35 appropriate in as nearly as possible the same manner as for General 36 Fund funded agencies. 37 5. The effective date of implementation of these salary adjustments 38 shall be June 10, 2001. 39 BE IT FURTHER RESOLVED that appropriation measures to fund nonclassified 40 employees be prepared in as nearly as possible the same manner as for classi- 41 fied employees.
STATEMENT OF PURPOSE RS 10836 The Joint Legislative Change in State Employee Compensation (CEC) Committee is charged with the duty to accept, reject or modify the Governor s pay recommendation for state employees. The purpose of this concurrent resolution is to ratify the Governor s recommendation of a 4.5% increase with regards to the state employee salary compensation for fiscal year 2002. It also gives direction that each employee with a satisfactory review be given a $.36 per hour increase with the remainder of the 4.5% increase to be distributed by department managers according to merit and to address agency specific compensation issues. This legislation adopts the recommendation that the state compensation schedule be expanded in accordance with the recommendation of the Administrator of the Division of Human Resources. FISCAL IMPACT This concurrent resolution directs the Joint Finance- Appropriations Committee to appropriate not more than $20.2 million from the General Fund to fund the CEC recommendations for state agencies, colleges and universities.
