|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature First Regular Session - 2001IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 17 BY TRANSPORTATION AND DEFENSE COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND URGING APPROPRIATE PERSONNEL TO ASSESS 3 THE IMPACT OF RAIL TRANSPORTATION ON THE ECONOMIC FUTURE OF THE STATE OF 4 IDAHO WITH PARTICULAR EMPHASIS UPON THE RESOURCE AND AGRICULTURE COMMUNI- 5 TIES IN THE RURAL PORTIONS OF THE STATE. 6 Be It Resolved by the Legislature of the State of Idaho: 7 WHEREAS, the railroad and rail transportation are an integral part of the 8 history of transport in Idaho and the west; and 9 WHEREAS, the Congress of the United States has acknowledged and supported 10 the need for rural rail services; and 11 WHEREAS, many small communities owe their existence in part to the connec- 12 tions provided by spur lines of the railroad; and 13 WHEREAS, the agricultural and resource industries, which are facing cata- 14 strophic economic trials, depend disproportionately on rail transportation for 15 financial security; and 16 WHEREAS, the community of Grangeville, Idaho, has recently been added to 17 the list of small Idaho communities which has lost its spur line and faces 18 greater economic challenge as a result; and 19 WHEREAS, on behalf of the citizens of rural Idaho, it is incumbent upon 20 the Legislature to maintain close vigilance of rail transportation and the 21 transportation network which connect rural communities to markets, resources 22 and assets essential to their future economic health; and 23 WHEREAS, it is appropriate to focus attention on the problems and the 24 solutions inherent in rail services and potential loss of such services in our 25 rural communities. 26 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 27 of the Fifty-sixth Idaho Legislature, the House of Representatives and the 28 Senate concurring therein, that the Legislature urges the appropriate person- 29 nel in the Department of Commerce, the Idaho Transportation Department, the 30 Department of Agriculture, the Idaho Historical Society, the Idaho Public 31 Utilities Commission and any others whom the Governor may deem appropriate, 32 under the direction of the director of the Department of Commerce, to work 33 together to assess the impact of rail transportation, or the loss thereof, on 34 the economic future of the state of Idaho with particular emphasis upon the 35 resource and agriculture communities in the rural portions of the state. 36 BE IT FURTHER RESOLVED that the personnel shall report their findings and 37 recommendations for the retention of Idaho infrastructure and any efforts that 38 can or should be made by the state of Idaho to assure retention to the Second 39 Regular Session of the Fifty-sixth Idaho Legislature.
