  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS AND AUTHORIZING THE LEGISLATIVE COUNCIL TO APPOINT A  COMMIT-
  3        TEE  TO  STUDY  THE  USE OF MONEYS ACCRUING IN THE IDAHO MILLENNIUM INCOME
  4        FUND.
                                                                        
  5    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  6        WHEREAS, the Idaho Millennium Fund was created in the  state  treasury  by
  7    Section  67-1801, Idaho Code to consist of all moneys distributed to the state
  8    pursuant to the Master Settlement Agreement entered into between tobacco prod-
  9    uct manufacturers and various states, including Idaho; and
 10        WHEREAS, the Idaho Millennium  Income  Fund  was  established  in  Section
 11    67-1802,  Idaho  Code,  to  consist of distributions from the Idaho Millennium
 12    Fund and such moneys that may be provided by legislative appropriations; and
 13        WHEREAS, the Joint Millennium Legislative  Committee  meeting  in  January
 14    2001,  has  provided  valuable  service in hearing public testimony and making
 15    recommendations on the use  of  moneys  to  be  appropriated  from  the  Idaho
 16    Millennium Fund during fiscal year 2002; and
 17        WHEREAS,  a  mechanism  to  extend  and  expand  the services of the Joint
 18    Millennium Legislative Committee in future fiscal years is desirable.
 19        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 20    of the Fifty-sixth Idaho Legislature, the House  of  Representatives  and  the
 21    Senate  concurring  therein,  that  the  Legislative  Council is authorized to
 22    appoint a committee to undertake and complete a study during 2001 and 2002  of
 23    the  use  of  moneys to be appropriated from the Idaho Millennium Income Fund.
 24    The Legislative Council shall determine the number of legislators and  member-
 25    ship  from  each house appointed to the committee and shall authorize the com-
 26    mittee to hear testimony from interested parties and consider applications for
 27    funds, and evaluate the actual and potential success of programs  funded  with
 28    moneys from the Idaho Millennium Income Fund.
 29        BE  IT  FURTHER  RESOLVED  that the committee is also authorized to retain
 30    necessary consultant services with appropriated moneys,  to assist the commit-
 31    tee in making informed decisions and recommendations on this topic.
 32        BE IT FURTHER RESOLVED that the committee shall make a report of its  rec-
 33    ommendations  for  the  use  of  moneys  to  be  appropriated  from  the Idaho
 34    Millennium Income Fund to the Second Regular Session of the Fifty-sixth  Idaho
 35    Legislature and to the First Regular Session of the Fifty-seventh Idaho Legis-
 36    lature  for the support and funding of programs that will benefit the State of
 37    Idaho and its citizens.

Statement of Purpose / Fiscal Impact



                       STATEMENT OF PURPOSE
                            RS 10823
This resolution would authorize the Legislative Council to
appoint an interim study committee to study the use of moneys
accruing in the Idaho Millennium Income Fund and to make
recommendations to the Legislature.
                          FISCAL IMPACT
If this resolution is adopted by the Legislature and the
committee is appointed by Legislative Council, any necessary
legislator travel and per diem expense would be paid from the
existing legislative appropriation to the Senate and the House of
Representatives.  Funding staff support and expenses would be
provided from the existing appropriation to the Legislative
Council for the Legislative Services Office.  There would be no
additional impact upon the state general fund as a result of this
resolution.
