  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO
  3        APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A  STUDY  OF  THE  EXCESSIVE
  4        UNEMPLOYMENT RATE AMONG PERSONS WITH DISABILITIES.
                                                                        
  5    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  6        WHEREAS,  sixty  percent of Idahoans with disabilities between sixteen and
  7    sixty-four years of age are unemployed; and
  8        WHEREAS, this  alarming  statistic  represents  approximately  150,000  of
  9    Idaho's citizens; and
 10        WHEREAS, many of the disabled are willing and able to become employed, but
 11    once  they  do  so   are  faced with the dilemma of losing certain federal and
 12    state benefits which their earnings cannot sufficiently replace; and
 13        WHEREAS, insufficient training programs and an absence of adequate  trans-
 14    portation  and affordable housing to accommodate the working disabled are also
 15    contributing factors; and
 16        WHEREAS, the causes of  this  excessive  unemployment  rate  are  complex,
 17    involving  an  interplay  of  state and federal programs, goals and incentives
 18    which contradict and frustrate the efforts of the disabled to become  employed
 19    and maintain a reasonable standard of living; and
 20        WHEREAS,  empowering  the  disabled  to  become members of the work force,
 21    achieve personal financial independence  and  become  taxpayers  enhances  the
 22    self-esteem  of the individual and benefits society as a whole by reducing the
 23    strain on government resources needed to provide for their  financial  support
 24    and medical care; and
 25        WHEREAS,  it  is essential to the welfare of the state of Idaho that reme-
 26    dies be identified to address the employment issues confronting this  signifi-
 27    cant segment of Idaho's population.
 28        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 29    of  the  Fifty-sixth  Idaho  Legislature, the House of Representatives and the
 30    Senate concurring therein, that  the  Legislative  Council  is  authorized  to
 31    appoint  a  committee  to  undertake and complete a study of the causes of and
 32    remedies for the excessive unemployment rate among persons  with  disabilities
 33    in  Idaho.  The  Legislative Council shall determine the number of legislators
 34    and membership from each house appointed to the committee and shall  authorize
 35    the  committee  to  receive  input,  advice and assistance from interested and
 36    affected parties who are not members of  the  legislature,  including  without
 37    limitation, representatives of the disabled, the Department of Health and Wel-
 38    fare, Vocational Rehabilitation, Education, the Idaho Association of Community
 39    Rehabilitation  Programs,  and  the  Commission  for  the  Blind  and Visually
 40    Impaired.
 41        BE IT FURTHER RESOLVED that nonlegislative members of the committee may be
 42    appointed by the cochairs of the committee who are appointed by  the  Legisla-
 43    tive  Council.  Nonlegislative  members of the advisory committee shall not be
 44    reimbursed from legislative funds for per diem, mileage or other expenses  and

  1    shall  not have voting privileges regarding the committee's recommendations or
  2    proposed legislation.
  3        BE IT FURTHER RESOLVED that the committee shall report its findings,  rec-
  4    ommendations  and  proposed legislation, if any, to the Second Regular Session
  5    of the Fifty-sixth Idaho Legislature.

Statement of Purpose / Fiscal Impact



                       STATEMENT OF PURPOSE
                            RS 10619
The purpose of this legislation is to authorize the Legislative
Council to appoint a committee to undertake and complete a study of
the excessive unemployment rate among persons with disabilities.




                          FISCAL IMPACT

It is estimated a cost of $6500 will be incurred to reimburse the
legislative committee members who will oversee the study.
