|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature First Regular Session - 2001IN THE HOUSE OF REPRESENTATIVES HOUSE JOINT MEMORIAL NO. 5 BY RESOURCES AND CONSERVATION COMMITTEE 1 A JOINT MEMORIAL 2 TO THE PRESIDENT OF THE UNITED STATES, THE SENATE AND THE HOUSE OF REPRESENTA- 3 TIVES OF THE UNITED STATES IN CONGRESS ASSEMBLED, THE SECRETARY OF THE 4 INTERIOR, AND TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF 5 IDAHO IN THE CONGRESS OF THE UNITED STATES. 6 We, your Memorialists, the House of Representatives and the Senate of the 7 State of Idaho assembled in the First Regular Session of the Fifty-sixth Idaho 8 Legislature, do hereby respectfully represent that: 9 WHEREAS, Idaho's rural areas are suffering near depression-like economic 10 disasters and America is becoming a nation of battered rural communities; and 11 WHEREAS, natural resources are the lifeblood of Idaho, the genesis of 12 wealth and the hub of America's economic wheel, and that eliminating resource 13 production is a poor trade-off for wolf and grizzly recovery which has no 14 basis in common sense, legitimate science or free-enterprise economics; and 15 WHEREAS, our natural resources industries are declining in large part 16 because of the federal government's policies and mismanagement; and 17 WHEREAS, there is a tendency to assume that the command and control 18 approach used by the United States Fish and Wildlife Service is the only 19 option we have as citizens of Idaho and state elected officials; and 20 WHEREAS, the United States Fish and Wildlife Service currently wastes 21 millions of dollars per year on wolf recovery which, under an Idaho wolf man- 22 agement plan, would become a tremendous burden for all Idaho taxpayers and 23 would reduce Idaho to an enforcement arm for another failed, misguided federal 24 policy; and 25 WHEREAS, it is clear the federal government does not manage wolves; 26 rather, it manages citizens; and 27 WHEREAS, wolves are not biologically endangered in the United States, nor 28 are they in danger of becoming extinct since they exist abundantly in other 29 states and countries; and 30 WHEREAS, wolf recovery is predicated on the false political premise of 31 intrinsic worth greater than humans; and 32 WHEREAS, fifteen Canadian gray wolves were dumped in central Idaho in 1995 33 and twenty Canadian gray wolves were dumped in central Idaho in 1996, and now 34 their populations are estimated at 350 to 400 wolves; and 35 WHEREAS, the Canadian gray wolf is not indigenous to the state of Idaho, 36 weighing some 25 to 30 pounds more than the original Idaho gray wolf; and 37 WHEREAS, wolves are not a game animal; they are predators and should be 38 managed as such; and 39 WHEREAS, Idaho statutes have established civil values for deer, elk, moose 40 and other big game species; and 41 WHEREAS, wolves should be immediately delisted and the federal government 42 should be financially responsible for all damages created by wolves, not only 43 to livestock, but for domestic animals, pets and especially for damages to 44 Idaho's wildlife; and 2 1 WHEREAS, the Bush Administration has the opportunity to redirect the 2 failed environmental policies of the past. 3 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 4 of the Fifty-sixth Idaho Legislature, the House of Representatives and the 5 Senate concurring therein, that this Legislature not only calls for, but 6 demands, that wolf recovery efforts in Idaho be discontinued immediately, and 7 wolves be removed by whatever means necessary. 8 BE IT FURTHER RESOLVED that the Chief Clerk of the House of Representa- 9 tives be, and she is hereby authorized and directed to forward a copy of this 10 Memorial to the President of the United States, to the President of the Senate 11 and the Speaker of the House of Representatives of Congress, to the Secretary 12 of the Interior, and to the congressional delegation representing the State of 13 Idaho in the Congress of the United States.
STATEMENT OF PURPOSE RS 11108 In 1994, wolves were reintroduced into Idaho by the U.S. Fish and Wildlife Service, an activity opposed by the Idaho Legislature. Historically, wolves were eliminated in Idaho in recognition that an agricultural economy could not co-exist with an exploding predator wolf population. In year 2000, it is apparent that successful re-introduction of wolves has re-established a negative economic impact for farmers, ranchers, and small rural communities that are agriculturally based. The ravaging of domestic livestock and Idaho wildlife will increase, no matter the faulty management tool designed to mitigate these losses, and has reached an intolerable level with no end in sight. This memorial calls for discontinuance of the wolf recovery program in Idaho and the immediate removal of wolves. This memorial further calls for immediate de-listing and monetary remuneration from the Federal Government for all damages created by wolves, not only to livestock, but for domestic animals, pets and especially for damage to Idaho’s wildlife.
