|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature First Regular Session - 2001IN THE HOUSE OF REPRESENTATIVES HOUSE JOINT MEMORIAL NO. 10 BY REVENUE AND TAXATION COMMITTEE 1 A JOINT MEMORIAL 2 TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES IN CONGRESS 3 ASSEMBLED, AND TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF 4 IDAHO IN THE CONGRESS OF THE UNITED STATES. 5 We, your Memorialists, the House of Representatives and the Senate of the 6 State of Idaho assembled in the First Regular Session of the Fifty-sixth Idaho 7 Legislature, do hereby respectfully represent that: 8 WHEREAS, President George W. Bush has proposed a bold and fair tax relief 9 plan that will reduce the inequities of the current federal tax code and help 10 ensure that America remains prosperous; and 11 WHEREAS, the President Bush tax relief plan promotes the values that make 12 the American economy second to none -- access to the middle class, family, 13 equal opportunity and the entrepreneurial spirit -- and this plan will reduce 14 taxes for everyone who pays income taxes and will encourage enterprise by low- 15 ering marginal tax rates; and 16 WHEREAS, over the past several months, the economy has slowed considerably 17 and President Bush's tax cut will give the economy a boost by placing more 18 money in the hands of consumers and entrepreneurs; and 19 WHEREAS, Federal Reserve Chairman Alan Greenspan endorsed a tax cut to 20 spur economic growth in the following statement before the Senate Committee on 21 the Budget: "In today's context, where tax reduction appears required in any 22 event over the next several years to assist in forestalling the accumulation 23 of private assets, starting that process sooner rather than later likely would 24 help smooth the transition to longer-term fiscal balance. And should current 25 economic weakness spread beyond what now appears likely, having a tax cut in 26 place may, in fact, do noticeable good."; and 27 WHEREAS, since 1992, the American family's tax burden to federal, state 28 and local governments has increased by 11% from 30.3% of family income in 29 1992, to 33.5% in 1999; and 30 WHEREAS, budget estimates by the Congressional Budget Office show that 31 America is going to run a surplus of $5.610 trillion and the on-budget sur- 32 plus, the portion used for new spending and tax relief, has grown by 44% since 33 the July 2000 estimate from $2.173 trillion to $3.122 trillion; and 34 WHEREAS, President Bush's tax plan is more progressive than the current 35 federal income tax code as the top one percent would pay a greater share of 36 income taxes under President Bush's plan than they pay now, and six million 37 families with children would be removed from the tax rolls completely. 38 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 39 of the Fifty-sixth Idaho Legislature, the House of Representatives and the 40 Senate concurring therein, that we endorse President George W. Bush's plan for 41 cutting taxes and we respectfully request that Congress enact necessary mea- 42 sures to implement the President's tax relief plan. 43 BE IT FURTHER RESOLVED that the Chief Clerk of the House of Representa- 44 tives be, and she is hereby authorized and directed to forward a copy of this 2 1 Memorial to the President of the Senate and the Speaker of the House of Repre- 2 sentatives of Congress, and the congressional delegation representing the 3 State of Idaho in the Congress of the United States.
STATEMENT OF PURPOSE RS 11244 This Memorial to the Senate and House of Representatives of the United States in Congress assembled, and to the Congressional delegation representing the state of Idaho in Congress of the United States respectfully endorse President George W.
