Statement of Purpose / Fiscal Impact

                              RS 10969

This Legislation will incorporate a $1.00 per year fee, $8.00 on an eight
(8) year driver s licenses issued, $3.00 on a three (3) year driver s license, and
$1.00 on a one (1) year driver s license, to be deposited in the Emergency Medical
Services Fund III.

This proposed change would generate approximately $540,000 to the Emergency
Medical Service Fund for ambulances and equipment.

In addition, this legislation proposes a cost savings incentive to purchase
an eight (8)year license by reducing the distribution to the Highway Distribution
Account (HAD. The net result of this change, to the consumer, is to increase the
eight (8) year driver s license fee from $41.00 to $45.00.

                            Fiscal Impact

Based on the Idaho Transportation Department issuance of 67,732 eight
8)year Class D driver licenses in calendar year 2000, it equates to the
following formula:
              HDA LOCALS (38.0%) ISP (5.0%) SHA (57.0%
CURRENT $14.40 $5.47 $0.72 $8.21
PROPOSED $10.40 $3.95 $0.52 $5.93
DIFF $ 4.00 $1.52 $0.20 $2.28
CURRENT $975,340.80 $370,494.04 $48,767.04 $556,079.72
PROPOSED $704,412.80 $267,541.40 $35,220.64 $401,650.76
     DIFF $270,928.00 $102,952.64 $13,546.40 $154,428.96

The initial reduction to the SHA revenues would be offset in the long term
(4 to 8 years) by annual cost savings of approximately $168,000.00.

Cost for programming to lTD to implement these proposed fee changes is
estimated at 80 hours @$7l.50 per hour or $5,720.00.
