|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature First Regular Session - 2001IN THE SENATE SENATE BILL NO. 1116 BY EDUCATION COMMITTEE 1 AN ACT 2 RELATING TO READING ACHIEVEMENT EVALUATION; AMENDING CHAPTER 16, TITLE 33, 3 IDAHO CODE, BY THE ADDITION OF A NEW SECTION 33-1616, IDAHO CODE, TO PRO- 4 VIDE STATEWIDE GOALS FOR READING EVALUATIONS AND TO PROVIDE ADDITIONAL 5 ASSISTANCE TO SCHOOLS WHICH FAIL TO ACHIEVE SPECIFIED GOALS. 6 Be It Enacted by the Legislature of the State of Idaho: 7 SECTION 1. That Chapter 16, Title 33, Idaho Code, be, and the same is 8 hereby amended by the addition thereto of a NEW SECTION, to be known and des- 9 ignated as Section 33-1616, Idaho Code, and to read as follows: 10 33-1616. EVALUATIONS AND INTERVENTIONS. Reports shall be submitted by the 11 school districts in such a manner that it is possible to determine for each 12 school building in each school district the percentage of students who are 13 achieving at or above the appropriate grade level on the reading assessment. 14 In order to maintain the commitment made by the legislature to reading excel- 15 lence, the statewide goal for reading achievement for spring 2004 shall be not 16 less than fifty-five percent (55%) at or above grade level for kindergarten 17 and not less than sixty percent (60%) at or above grade level for first grade; 18 the goal for spring 2005 shall be not less than fifty-five percent (55%) at or 19 above grade level for kindergarten, not less than sixty-five percent (65%) at 20 or above grade level for first grade, and not less than seventy percent (70%) 21 at or above grade level for second grade; the goal for spring 2006 shall be 22 not less than sixty percent (60%) at or above grade level for kindergarten, 23 not less than seventy percent (70%) at or above grade level for first grade, 24 not less than eighty percent (80%) at or above grade level for second grade 25 and not less than eighty-five percent (85%) at or above grade level for third 26 grade. 27 The state department of education shall extract data from the reporting 28 forms, after the spring assessment period, and specifically identify those 29 schools whose average reading scores for any grade level have not met the 30 targeted level by the specified date. The department shall prepare a list of 31 these schools and the grade or grades not attaining the state standard. This 32 list shall be made available for the public, shall be published in the next 33 issue of the state publication of the department and may be made available on 34 the internet following the spring assessment. In addition, each school so 35 identified shall be issued a warning by the department that should the school 36 experience a similar shortfall in the next ensuing year, a school intervention 37 program will be initiated. The state department of education shall provide for 38 an intervention program which will consist of at least, but not limited to, a 39 site visit by designated personnel from schools that have achieved the state 40 standard and may include others who are familiar with reading achievement. The 41 intervention team shall make recommendations to the district on means for 42 improvement in order to meet and exceed the state's reading goals.

NO. 1116 1 AMENDMENTS TO SECTION 1 2 On page 1 of the printed bill, in line 26, following "grade." insert: 3 "Notwithstanding the statewide reading achievement goals provided herein, an 4 individual school building will also be deemed to have met the achievement 5 goal if the percentage reading at or above grade level is five percent (5%) or 6 more greater than the percentage for the immediately preceding year."; in line 7 31, delete "state standard" and insert: "achievement goal"; in line 35, delete 8 "issued a warning" and insert: "notified"; and in line 37, delete "will" and 9 insert: "may".

STATEMENT OF PURPOSE RS 10999 If you can't see the target you will miss it most of the time. This legislation simply gives our public schools targets to "shoot" for as well as setting forth the first true measure of accountability.
