  1                                        AN ACT
  2    RELATING TO THE MEDICAL ASSISTANCE PROGRAM; AMENDING  SECTION  56-209d,  IDAHO
  3        CODE, TO REQUIRE THAT CERTAIN BREAST AND CERVICAL CANCER-RELATED TREATMENT
  4        SERVICES BE PROVIDED.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION  1.  That  Section 56-209d, Idaho Code, be, and the same is hereby
  7    amended to read as follows:
                                                                        
  8        56-209d.  MEDICAL ASSISTANCE PROGRAM -- SERVICES TO BE PROVIDED.  Notwith-
  9    standing  any  other  provision  of  this  chapter,  medical  assistance shall
 10    increase:
 11        (1)  Payment as determined under rules established by  the  director  from
 12    forty  (40)  days per fiscal year to unlimited days of inpatient hospital care
 13    per state fiscal year.
 14        (2)  Payment as determined under rules established by  the  director  from
 15    thirty  dollars  ($30.00) per month to an unlimited amount of prescribed drugs
 16    for each recipient.
 17        (3)  Provision of eligibility for  medical  assistance  for  residents  of
 18    skilled  and  intermediate  care  facilities who meet the medical criteria for
 19    medical assistance, from those with countable income of two  hundred  one  and
 20    two-tenths  percent  (201.2%)  to those with countable income of three hundred
 21    percent (300%) of the SSI standard.
 22        (4)  Payment, as authorized by title XIX of the social  security  act,  as
 23    amended, and as determined under rules established by the director for:
 24        (a)  Durable medical equipment.
 25        (b)  Soft organ transplants.
 26        (c)  Adult dental services.
 27        (d)  Adult vision services.
 28        (e)  Adult hearing services.
 29        (f)  Prosthetics.
 30        (g)  Assistive and augmentative communication devices.
 31        (5)  Payment for breast and cervical cancer-related treatment services for
 32    persons  who  are  eligible  for screening for these cancers under the federal
 33    centers for disease control and prevention's national breast and cervical can-
 34    cer early detection program, and are eligible for medical assistance  pursuant
 35    to  the  provisions  of the federal "Breast and Cervical Cancer Prevention and
 36    Treatment Act of 2000" (Pub.L. 106-354).

Statement of Purpose / Fiscal Impact



                        STATEMENT OF PURPOSE
                             RS 10799
This legislation allows Idaho to opt into the "Breast and Cervical
Cancer Prevention and Treatment Act of 2000."  By passing the
"Every Woman Matters" bill, Idaho can receive an enhanced federal
Medicaid match rate for eligible women.  In Idaho, this means
every $1 from the state will be matched by nearly $4 in federal
funds.*
                           FISCAL IMPACT

We are already paying for these services of eligible women through
indigencey, and catastrophic funds.  With this new federal program 
80% would be covered.  After consultation with Health & Welfare
and our legislative budget office these are the numbers agreed on as
very, very close to actual.  Medical inflation is estimated at 3% per
year.  Increase 1 per BC, 1 every other year CC.
