|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature First Regular Session - 2001IN THE SENATE SENATE BILL NO. 1258 BY FINANCE COMMITTEE 1 AN ACT 2 APPROPRIATING ADDITIONAL MONEYS TO THE DIVISION OF VETERANS SERVICES WITHIN 3 THE DEPARTMENT OF SELF-GOVERNING AGENCIES FOR FISCAL YEAR 2001; AND 4 DECLARING AN EMERGENCY. 5 Be It Enacted by the Legislature of the State of Idaho: 6 SECTION 1. In addition to the appropriation made in Section 1, Chapter 7 411, Laws of 2000, there is hereby appropriated to the Division of Veterans 8 Services within the Department of Self-Governing Agencies the following 9 amounts to be expended from the listed funds for the period July 1, 2000, 10 through June 30, 2001: 11 FROM: 12 General Fund $444,000 13 Veterans Services Endowment Income Fund 131,000 14 TOTAL $575,000 15 SECTION 2. An emergency existing therefor, which emergency is hereby 16 declared to exist, this act shall be in full force and effect on and after its 17 passage and approval.
Statement of Purpose RS11264 This bill is a supplemental appropriation to the Division of Veterans Services within the Department of Self-Governing Agencies for fiscal year 2001. Fiscal Note The supplemental appropriation includes $444,000 from the General Fund, and $131,000 from the Veterans Services Endowment Income Fund for a total of $575,000. This is to help cover a shortfall that currently exists in this program. Last year the Legislature opted to make the state's three veterans homes Medicaid reimbursable facilities. At that time, all general fund moneys used in support of Veterans Services were moved from that Division to the Medicaid program to gain a 70% match from the federal government. The numerical appropriation assumed that this conversion would occur on July 1, 2000. It did not. The agency instead elected to do a phased-in approach to this conversion. In addition, the agency also elected to grandfather in existing clients at these facilities, meaning that they did not have to apply for Medicaid if they chose not to do so. To make matters worse, the Pocatello and Boise homes have been operating under a provisional license for failure to meet certain federal and state required health standards. As part of their "Plan of Correction" to deal with these deficiencies, Veterans Services was required to hire an outside consultant at a cost of $174,000 to help resolve these deficiencies and to help in the Medicaid certification process. All of these events has resulted in a shortfall that this supplemental is meant to resolve. NOTE: As of February 27, 2001, the three facilities had a combined census of 245. Of that number, only 43 individuals have been qualified for Medicaid services with another 46 applications pending.
