University of Idaho for teacher training for fiscal year 2002; and provides
legislative intent that the Idaho Council for Technology in Learning make a
recommendation on the use and allocation of funds for teacher training; and
provides intent that $200,000 shall be used as a match for funds received

Challenge Grant" if certain conditions are met.

1 AN ACT
2 APPROPRIATING MONEYS TO THE BOARD OF REGENTS OF THE UNIVERSITY OF IDAHO AND
3 THE STATE BOARD OF EDUCATION FOR TEACHER TRAINING FOR FISCAL YEAR 2002;
4 EXPRESSING LEGISLATIVE INTENT WITH RESPECT TO USE AND ALLOCATION OF FUNDS
5 FOR TEACHER TRAINING; EXPRESSING LEGISLATIVE INTENT REGARDING THE USE OF
6 STATE MONEYS TO MATCH A BILL AND MELINDA GATES FOUNDATION GRANT.
7 Be It Enacted by the Legislature of the State of Idaho:
8 SECTION 1. There is hereby appropriated $700,000 from the General Fund to
9 the Board of Regents of the University of Idaho and the State Board of Educa-
10 tion for teacher training, to be expended for the period July 1, 2001, through
11 June 30, 2002.
12 SECTION 2. It is legislative intent that the Idaho Council for Technology
13 in Learning make a recommendation, subject to review and approval by the State
14 Board of Education, on the use and allocation of funds appropriated for
15 teacher training in Section 1 of this act.
16 SECTION 3. It is legislative intent that of the funds appropriated in
17 Section 1 of this act, an amount not to exceed $200,000 shall be used by the
18 State Board of Education to match moneys received from the Bill and Melinda
19 Gates Foundation for the "State Leadership Challenge Grant." These matching
20 funds shall be used for technology leadership training of school administra-
21 tors. The training shall be consistent with the goals of the Idaho Council for
22 Technology in Learning. The grant recipient of record shall report all actual
23 expenditures that fulfill the intent of this section to the State Board of
24 Education for approval and reimbursement by the board. The State Board of Edu-
25 cation shall determine the content of such reports. Any portion of the
26 $200,000 cited herein not expended as directed shall revert to the General
27 Fund.

This is the FY 2002 appropriation for the Idaho Council for Technology in Learning. It provides $700,000 in one-time General Fund money. The ICTL works with the state’s postsecondary educational institutions to provide technology training to pre-service and in-service public school teachers.

Section 3 specifies that an amount not to exceed $200,000 shall be used to match a portion of a Gates Foundation grant. The grant will be used to provide technology leadership training to school administrators. The training shall be consistent with the goals of the ICTL and shall be approved by the State Board of Education.
