APPROPRIATIONS - DEPARTMENT OF HEALTH AND WELFARE - PUBLIC HEALTH SERVICES
- Appropriates $53,239,500 to the Department of Health and Welfare for
Public Health Services for fiscal year 2002; authorizes the State
Controller to make transfers to the Cooperative Welfare Fund;
reappropriates unexpended and unencumbered fund balances of the Cooperative
Welfare Fund for nonrecurring expenditures; authorizes expenditure of all
receipts collected as noncognizable funds; provides legislative intent that
the appropriation of moneys from the Cancer Control Fund supersedes the
provisions of Section 57-1702, Idaho Code; appropriates an additional
$2,575,300 to the Department of Health and Welfare for Public Health
Services for fiscal year 2001; and provides legislative intent regarding
personnel costs.

1 AN ACT
2 APPROPRIATING MONEYS TO THE DEPARTMENT OF HEALTH AND WELFARE FOR PUBLIC HEALTH
3 SERVICES FOR FISCAL YEAR 2002; PROVIDING THAT THE STATE CONTROLLER SHALL
4 MAKE TRANSFERS FROM THE GENERAL FUND; REAPPROPRIATING CERTAIN UNEXPENDED
5 AND UNENCUMBERED BALANCES OF MONEYS; AUTHORIZING THE EXPENDITURE OF ALL
6 RECEIPTS COLLECTED; SUPERSEDING THE PROVISIONS OF SECTION 57-1702, IDAHO
7 CODE; APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF HEALTH AND WEL-
8 FARE FOR PUBLIC HEALTH SERVICES FOR FISCAL YEAR 2001; EXPRESSING LEGISLA-
9 TIVE INTENT WITH REGARD TO SALARY SAVINGS; AND DECLARING AN EMERGENCY FOR
10 SECTION 6 OF THIS ACT.
11 Be It Enacted by the Legislature of the State of Idaho:
12 SECTION 1. There is hereby appropriated to the Department of Health and
13 Welfare for Public Health Services, the following amounts to be expended for
14 the designated programs according to the designated expense classes from the
15 various funds listed for the period July 1, 2001, through June 30, 2002:

41 SECTION 2. As appropriated, the State Controller shall make transfers of
42 the General Fund to the Cooperative Welfare Fund, periodically, as requested
43 by the Director of the Department of Health and Welfare and approved by the

1 Board of Examiners.
2 SECTION 3. There is hereby reappropriated to the Department of Health and
3 Welfare for Public Health Services any unexpended and unencumbered balances of
4 the Cooperative Welfare Fund as appropriated for Public Health Services for
5 fiscal year 2001, to be used for nonrecurring expenditures only for the period
6 July 1, 2001, through June 30, 2002. The reappropriation shall be computed by
7 the Department of Health and Welfare from available moneys.
8 SECTION 4. Notwithstanding the provisions of Section 67-3516(2), Idaho
9 Code, the Department of Health and Welfare for Public Health Services is
10 hereby authorized to expend all receipts collected in Public Health Services
11 as noncognizable funds for the period July 1, 2001, through June 30, 2002.
12 SECTION 5. It is legislative intent that the appropriation of moneys from
13 the Cancer Control Fund specifically supersedes the provisions of Section
14 57-1702, Idaho Code.
15 SECTION 6. In addition to the appropriation made in Section 1, Chapter
16 476, Laws of 2000, there is hereby appropriated to the Department of Health
17 and Welfare for Public Health Services the following amounts to be expended
18 according to the designated expense class from the listed funds for the period
19 July 1, 2000, through June 30, 2001:

26 SECTION 7. Notwithstanding the provisions of Section 67-3511(1), Idaho
27 Code, it is hereby declared to be the intent of the Idaho Legislature that the
28 appropriation for personnel costs, as contained in Section 1 of this act,
29 shall be utilized only for personnel costs for the period July 1, 2001,
30 through January 1, 2002, which the Legislature intends will result in salary
31 savings. It is further legislative intent that carryover funds from fiscal
32 year 2001 shall be available for nonrecurring expenditures other than salaries
33 during fiscal year 2002. It is further legislative intent that in January
34 2002, the department shall report to the Joint Finance-Appropriations Commit-
35 tee regarding its salary savings and expenditures for operating expenses and
36 capital outlay during the first half of fiscal year 2002. Salary savings dur-
37 ing fiscal year 2002 will be available to the department for object transfers
38 for the purposes set out in Section 67-3511(1), Idaho Code, upon consent of
39 the Legislature as a supplemental appropriation during the Second Regular Ses-
40 sion of the Fifty-sixth Idaho Legislature.
41 SECTION 8. An emergency existing therefor, which emergency is hereby
42 declared to exist, Section 6 of this act shall be in full force and effect on
43 and after passage and approval.

This bill appropriates $53,239,500 to the Department of Health and Welfare for Public Health Services for fiscal year 2002. Of this amount, $8,373,600 is from the General Fund, $12,426,900 is from dedicated fund sources, and $32,439,000 is from federal funds. In addition, the bill also includes a supplemental appropriation of $2,575,300 for the purchase of Pneumococcal Conjugate Vaccine. Of this amount, $927,100 is from the General Fund and $1,648,200 is from federal matching funds.
