1 A JOINT MEMORIAL
2 TO THE PRESIDENT OF THE UNITED STATES, TO THE SECRETARY OF THE DEPARTMENT OF
3 AGRICULTURE, TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED
4 STATES IN CONGRESS ASSEMBLED, AND TO THE CONGRESSIONAL DELEGATION REPRE-
5 SENTING THE STATE OF IDAHO IN THE CONGRESS OF THE UNITED STATES.
6 We, your Memorialists, the Senate and the House of Representatives of the
7 State of Idaho assembled in the First Regular Session of the Fifty-sixth Idaho
8 Legislature, do hereby respectfully represent that:
9 WHEREAS, the potato industry in this country is suffering from record pro-
10 duction along with low prices for the commodity; and
11 WHEREAS, the potato industry in this country is suffering from the effects
12 of imports coming into the country; and
13 WHEREAS, production costs for potato growers are at all time high levels
14 further providing increased economic risk for growers; and
15 WHEREAS, the United States Government has a commodity purchase program
16 identified as the Section 32 Commodity Purchase Program; and
17 WHEREAS, Congress in 2000 earmarked $200 million dollars for the purchase
18 of excess fruits and vegetables under the Agriculture Risk Protection Act of
19 2000 and that legislation specifically mentions purchasing of potatoes; and
20 WHEREAS, the increase in Idaho potato production has, in part, been the
21 result of favorable weather and efficient farming practices where, in some
22 instances, farmers have experienced a 40% higher yield per acre; and
23 WHEREAS, it is unfair to punish farmers for being more efficient in their
24 farming practices.
25 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
26 of the Fifty-sixth Idaho Legislature, the Senate and the House of Representa-
27 tives concurring therein, that we request that you and your Department provide
28 diversion funds that have been earmarked by Congress for potato producers to
29 help ease the economic crisis they face in 2001.
30 BE IT FURTHER RESOLVED that the Secretary of the Senate be, and she is
31 hereby authorized and directed to forward a copy of this Memorial to the Pres-
32 ident of the United States, William Clinton, the Secretary of the Department
33 of Agriculture, Dan Glickman, the President of the Senate and the Speaker of
34 the House of Representatives of Congress, and the congressional delegation
35 representing the State of Idaho in the Congress of the United States.
