origin labeling for meat, to require that products labeled "U.S. Produced"

  1                                   A JOINT MEMORIAL
  2    TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED  STATES  IN  CONGRESS
  3        ASSEMBLED,  AND  TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF
  4        IDAHO IN THE CONGRESS OF THE UNITED STATES.
                                                                        
  5        We, your Memorialists, the Senate and the House of Representatives of  the
  6    State of Idaho assembled in the First Regular Session of the Fifty-sixth Idaho
  7    Legislature, do hereby respectfully represent that:
                                                                        
  8        WHEREAS,  the American rancher and farmer face the most stringent environ-
  9    mental  regulations  in  the  world,  and  apply   federal   Food   and   Drug
 10    Administration-approved pesticides, antibiotics and pharmaceuticals to further
 11    ensure  the  safety  of American-produced and raised live animals, meat, dairy
 12    and related products; and
 13        WHEREAS, in recent years the world's food supply has faced new threats  in
 14    the  form of food-borne illnesses and illness-causing organisms such as Salmo-
 15    nella, E. coli bacteria, and Listeria monocytogenes, and including the  emerg-
 16    ence  of  antibiotic-resistant  organisms associated with the contamination of
 17    the food supply; and
 18        WHEREAS, the American livestock producer follows strict withdrawal periods
 19    and techniques for administering federal Food and Drug Administration-approved
 20    pesticides, antibiotics and pharmaceuticals before allowing  livestock  to  be
 21    marketed and processed for human consumption; and
 22        WHEREAS,  because  imported live animals, meat, dairy and related products
 23    do not follow the same stringent environmental requirements, and foreign  pro-
 24    ducers  have  the  availability of pesticides, antibiotics and pharmaceuticals
 25    which are illegal for use in the United States, and foreign producers are  not
 26    restricted on withdrawal periods nor administration techniques for pesticides,
 27    antibiotics  and  pharmaceuticals, it is reasoned that the importation of ani-
 28    mals and animal products can be a threat to  the  safety  and  reliability  of
 29    America's food supply; and
 30        WHEREAS,   a   country   of  origin  labeling  system  that  enhances  the
 31    traceability and accountability will help ensure the safe consumption of  meat
 32    products in America; and
 33        WHEREAS,  the  taxpaying  public of the United States has made an enormous
 34    investment in food safety and has the right to know where food is produced.
 35        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 36    of the Fifty-sixth Idaho Legislature, the Senate and the House of  Representa-
 37    tives  concurring therein, that we urge the Congress to enact legislation that
 38    mandates country of origin labeling for meat, and  to  require  that  products
 39    labeled "U.S. Produced" be born, raised and processed completely in the United
 40    States.
 41        BE  IT  FURTHER  RESOLVED  that any meat products imported into the United
 42    States meet all the same standards as those required on American-produced meat
 43    products.
 44        BE IT FURTHER RESOLVED that the Secretary of the Senate  be,  and  she  is

  1    hereby authorized and directed to forward a copy of this Memorial to the Pres-
  2    ident  of  the  Senate and the Speaker of the House of Representatives of Con-
  3    gress, and the congressional delegation representing the State of Idaho in the
  4    Congress of the United States.

Statement of Purpose / Fiscal Impact


                  STATEMENT OF PURPOSE

                          RS 11284

The purpose of the Senate Joint Memorial is to urge Congress to 
enact legislation to mandate country of origin labeling for meat 
and to require that products labeled "US Produced" be born, 
raised, and processed completely in the United States. The 
Memorial further urges that the legislation require any meat 
products imported into the United States meet all the same 
standards as those required on American-produced meat products.


                      FISCAL IMPACT

There is no fiscal impact to the State general fund.
