|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature First Regular Session - 2001IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 317 BY EDUCATION COMMITTEE 1 AN ACT 2 RELATING TO PUBLIC CHARTER SCHOOLS; AMENDING SECTION 33-5202, IDAHO CODE, TO 3 REVISE LEGISLATIVE INTENT TO PROVIDE FOR THE UTILIZATION OF VIRTUAL DIS- 4 TANCE LEARNING AND ON-LINE LEARNING IN WHICH FINANCIAL APPORTIONMENT IS 5 BASED UPON STUDENT COURSE COMPLETION. 6 Be It Enacted by the Legislature of the State of Idaho: 7 SECTION 1. That Section 33-5202, Idaho Code, be, and the same is hereby 8 amended to read as follows: 9 33-5202. LEGISLATIVE INTENT. It is the intent of the legislature to pro- 10 vide opportunities for teachers, parents, students and community members to 11 establish and maintain public charter schools which operate independently from 12 the existing school district structure but within the existing public school 13 system as a method to accomplish all of the following: 14 (1) Improve student learning; 15 (2) Increase learning opportunities for all students, with special empha- 16 sis on expanded learning experiences for students; 17 (3) Include the use of different and innovative teaching methods; 18 (4) Utilize virtual distance learning and on-line learning in which 19 financial apportionment is based upon student course completion; 20 (5) Create new professional opportunities for teachers, including the 21 opportunity to be responsible for the learning program at the school site; 22 (56) Provide parents and students with expanded choices in the types of 23 educational opportunities that are available within the public school system; 24 (67) Hold the schools established under this chapter accountable for 25 meeting measurable student educational standards.

NO. 317 1 AMENDMENT TO SECTION 1 2 On page 1 of the printed bill, delete lines 18 and 19, and insert: 3 "(4) Utilize virtual distance learning and on-line learning;". 4 CORRECTION TO TITLE 5 On page 1, delete lines 4 and 5, and insert: "TANCE LEARNING AND ON-LINE 6 LEARNING.".

REPRINT REPRINT REPRINT REPRINT REPRINT REPRINT STATEMENT OF PURPOSE RS 10875 By utilizing the Internet’s capabilities, it is possible to bring a universe of virtual courses to students in Idaho schools. This amendment adds virtual/digital learning to the options of Idaho public charter schools for delivery of instruction. FISCAL IMPACT Providing this option will have no financial impact on educational funding. Students will still earn the same amount of high school credits, whether they obtain them on-line or in a classroom of a traditional high school or of a charter high school. Contact Name: Rep.
