|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature First Regular Session - 2001IN THE HOUSE OF REPRESENTATIVES HOUSE JOINT MEMORIAL NO. 2 BY TRANSPORTATION AND DEFENSE COMMITTEE 1 A JOINT MEMORIAL 2 TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES IN CONGRESS 3 ASSEMBLED, THE NATIONAL RAIL PASSENGER CORPORATION, AND TO THE CONGRESSIO- 4 NAL DELEGATION REPRESENTING THE STATE OF IDAHO IN THE CONGRESS OF THE 5 UNITED STATES. 6 We, your Memorialists, the House of Representatives and the Senate of the 7 State of Idaho assembled in the First Regular Session of the Fifty-sixth Idaho 8 Legislature, do hereby respectfully represent that: 9 WHEREAS, there is a growing need to diversify the transportation options 10 available to residents of Idaho as well as visitors to Idaho; and 11 WHEREAS, trains provide a reliable means of transportation when inclement 12 weather impedes other modes, as well as being a relaxing and environmentally 13 friendly means of travel; and 14 WHEREAS, rail freight and passenger services have long been an essential 15 component to our regional transportation system, playing a major role in the 16 history of the state of Idaho; and 17 WHEREAS, the passenger rail service for southern Idaho was discontinued in 18 1997; and 19 WHEREAS, rail service through the Pioneer corridor once provided and could 20 again provide substantial access to rural areas of the state, providing oppor- 21 tunity for both passenger and freight service; and 22 WHEREAS, restored passenger rail service would contribute to economic 23 activity in southern Idaho, which in turn might increase rail use and business 24 opportunities for further rail expansion; and 25 WHEREAS, restoration of rail connection through the Pioneer route would 26 serve needs not only of Idaho, but also provide access between the Pacific 27 Northwest and Utah, Wyoming, Colorado, Nebraska, Iowa and Illinois; and 28 WHEREAS, the Pioneer has a history and tradition that is valued by the 29 residents of the state of Idaho. 30 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 31 of the Fifty-sixth Idaho Legislature, the House of Representatives and the 32 Senate concurring therein, that we urge restoration of the daily passenger 33 rail service of the Pioneer, serving to connect Idaho residents to the nation. 34 BE IT FURTHER RESOLVED that the Chief Clerk of the House of Representa- 35 tives be, and she is hereby authorized and directed to forward a copy of this 36 Memorial to the President of the Senate and the Speaker of the House of Repre- 37 sentatives of Congress, the president of the National Railroad Passenger Cor- 38 poration and the congressional delegation representing the State of Idaho in 39 the Congress of the United States.
STATEMENT OF PURPOSE RS10924 The purpose of this House Joint Memorial is to urge Congress to restore passenger rail service through the Pioneer corridor across the State of Idaho. This could provide substantial access to rural areas of the state and would contribute to the economic activity in southern Idaho. FISCAL IMPACT There is no fiscal impact to the State general fund.
